I reported it to a manager, who found her and talked to her, but refused to do anything more.

Kroger, this is unacceptable.
There was an off-duty cop, hired by @kroger as security, standing right next to us during this convo.
The law here requires masks to be worn in public. It's also Kroger's store policy. There are signs on the door.
He just didn't care.
He didn't care that they had threatened to beat up another customer.
I didn't feel safe continuing my shopping with them still in the store. They threatened me & weren't wearing masks.
Except in this case, it's the law AND there's a pandemic.
You left out the part where the woman who refused to wear a mask threatened to have her boyfriend, who was standing right there, beat me up.
That's why I talked to a manager/security.
