To be successful, @InteriorKE must work on proper policies, plan for & address Disaster Risk Mgmt with the respect it duly deserves. It's comprehensive approach is critical in redressing Kenya's pathetic unpreparedness reality. But is that possible with a sadist in office?
The fact that Kenya is currently facing an COVID-19 quagmire like many other Countries globally doesn't mean, other disasters are on a leave of absence. If anything it is during the COVID-19 period, that we must triple our prep'dness, prevention, resilience& response Efforts.
Having killed NDOC on attaining the Interior CS docket, how do you @FredMatiangi think, Kenya can face or confront, disasters & accomplish the life saving missions they entail or whilst at it do so in accordance with core values, professionalism, integrity, & patriotic respect ?
After 3 years of attaining the CS position, from 7 July 2017 to date. Were we to look at your tenure as CS @InteriorKE, in whose portfolio Disaster Prep'dness, Prevention, Response, Resilience & Recovery fall under. What else would we see, apart from ineptitude & utter failure?
From the lack of National Disaster Response Policies, Prep'dness Plans, with a trickle down effect to County Govts & Sub Counties to Mashinani, to the lack of human resource capacity development, to poor & lackadaisical if not moronic responses. Is there anything to boast of ?
Disaster Mgmt is a key function of @InteriorKE too, not just deploying water canons or tear gassing innocent Kenyans exercising their God given rights. Despite the ill advised devolution of disaster mgmt. Can you pride yourself as having spearheaded anything to make Kenya better?
If we were to look at COVID-19, Isn't the building of our surge capacity a National Security component. Hence an NDOC priority, geared towards accomplishing the National objective & protect National Health ? But since you killed NDOC, how has Police driven, GSU based NDMA fared?
Then there is the managing of critical shortages, the Kenyatta family connection to pilferage of the COVID-19 funds by proxy notwithstanding. During more common disasters, NDOC was typically managing resources to support a specific responses & deployments thus.
In responding to COVID-19, is your Police driven, GSU based NDMA even aware of their responsibility in managing shortages of critical medical supplies & equipment such as PPE, ventilators, swabs,& chemical reagents required for testing ? Arresting the honchos being the first bit?
On the shop floor level, most of the responsibilities are @MOH_Kenya's, But on a National one, regardless of any committee appointed, the myopism in it, thieves & 4M chai/mandazi consumers in it. It is an @InteriorKE constitutional preserve at that & an NDOC duty thus !
On Supply Chain Stabilization & COVID-19 National Response. @InteriorKE is lead in spearheading efforts to address imbalances between supply & demand for PPE, or its dispensation. Being the custodian of the NDRM Act, it's absence current doesn't mean a constitutional absence.
In response to the COVID-19 pandemic,to me Defence Production Agencies, like Kenya Ordinance can be used to address disruptions in medical & healthcare lifelines necessary for the continuous operation of critical Govt functions which are essential to health & economic security.
Long story short @InteriorKE, under your leadership as CS, has failed on your watch at that,in spearheading response to this pandemic while continuing to adapt its operations & procedures to support preparation for complex future crises.Your Boss should thus fire you immediately.

COVID-19 is not the first nor the last pandemic nor disaster Kenyans will face. It is, therefore, imperative that we continue to prepare at all levels of Govts, within our communities, & across the private sector by learning from our experiences with this novel Coronavirus.
Building a culture of prep'dness through a Whole-of-Kenya response could become an important component of our ability to most effectively respond to other disasters such as floods or wildfires during a sustained pandemic response & beyond. But that needs a tuned up @InteriorKE
Operating in overlapping disaster environments creates new intricacies within already complex response mission requirements. For example, if there is a new need to evacuate strategic national assets such as ventilators or key pharmaceuticals from a flood prone area. Who would ?
