Most people who read this live in an area on Earth that is eminently suitable for digging or drilling wells, if for no other reason than to ensure that you have access to fresh water in an emergency, in case of prolonged black outs or tampering with municipal water reserves.
In Japan many municipalities offer support funding for private initiatives to dig and maintain emergency use wells on private land, in gardens, driveways, etc. Usually the city will pay 50% of the costs of installment, or up to 50,000 JPY ($471).
The more a city has experience of natural disasters, the more generous it seems to be. Kure City in Hiroshima offers up to 100,000 JPY for privately installed hand powered wells and pumps.
Youtube has tons of videos on how to build, dig or drill wells, from using the simplest of iron tools to more powerful machines. Find the combination that suits your soil, your wallet, and the number of enthusiastic friends you have available to help.
