ADF were at meeting.Silly-billy Reynolds assumes this meant help ffered when it wasn't. Vic didn't want ADF presence because optics would cause panic. Not everyone loves a soldier. Peeps in q'tine were not criminals, after all, just luckless travellers. Most did the right thing. 
You hire security to basically watch over nice people in a nice hotel. You expect they will. How do you predict they or peeps won't do right thing? DHHS staff dealt wth panic among q'tined travellers, some of whom lied and tried to game the system that was keeping them safe.
Several, not all, casual, untrained, poorly supervised, hapless security took virus home into community that didn't fully comprehend enormity of possible transmission - a lot like millionaire Lib donors flying in from Aspen ski party (below) didn't grasp the problem either.
Virus spread like wildfire in large unsuspecting family gatherings, then across several suburbs. Rewind. At what point would it have been the right look to use the army to lock up dozens of innocent citizens? Andrews was already being called Dictator Dan in "Police State."
At same time Fed Libs were fighting to open up all state borders, let travellers self isolate, get us out from under the doona and back to work, over the hump and so on. Meanwhile, federal controlled privatised aged care was being run like a scene from Dickens...
As @vanOnselenP pointed out, security was used elsewhere without problem. Quarantine is a commonwealth responsibility anyway, one the Libs shirked, as with Ruby Princess. Oh, and aged care also a comm responsibility. Lots of buck shifting and plausible deniability from Libs.
This strategy of misdirection is ongoing, with Lib backgrounding against Labor in Vic, feeding gullible and partisan media, to paint a deceptive narrative. Tell me if I've got any of this wrong.
