A real life example. Recent ABC news story: MEDICAL STAFF REPORT PPE SHORTAGES. Yet the copy reads, "1 in 5 medical staff say they are experiencing PPE shortages." The story could have also been headed, NO SHORTAGES OF PPE, SAY MOST MEDICOS. But that's not a story is it?
