The attack was one of several dozen bombings and assassinations of Turkish diplomats and facilities across the world by the terrorist group "Justice Commandos for the Armenian Genocide"

Justice Commandos for the Armenian Genocide (JCAG) were the next iteration of Nemesis, the terrorist arm of the Armenian Revolutionary Federation (Dashnaktsutyun), which had various front groups killing Turks and attacking Turkish targets since the 1890s.
Armenian terrorists were among the most transnationally effective in the world in the 70s-80s, yet I rarely come across references to either JCAG or the Marxist-Leninist ASALA (Armenian Secret Army for the Liberation of Armenia).

Both were far deadlier than the #PKK.
Naturally, US/Europe allowed JCAG & ASALA to operate with impunity (more or less) so long as they only targeted Turkish interests and individuals. At least they're consistent on terrorism – a blind eye to any group that attacks foreign/Jewish interests even in their own countries

Better to be a theoretical nuclear target.

If India and Pakistan can avoid a nuclear exchange, anyone can, and North Korea, e.g., will nuke South Korea (and use biological and chemical weapons) in the event of conflict regardless of the South's possession of nukes.
Nukes aren't a magical answer, but if you've got the infrastructure, know-how, and money, unclear to me why you wouldn't at least become a nuclear threshold state as a theoretical deterrent to nuclear coercion/threats.
Rules are different for nuclear powers, and everybody knows it [Pakistan has been treated with kid gloves for decades despite its behaviour, partially for this reason].
