ohhhhh now i remember why i was such an absolute basketcase in 2017.
The loss appears to be:
1. 3683979124105680000000000000000 YAM, which was ~$750K, now locked in governance wallet
2. Market cap loss of YAM token due to this
3. Loss taken on by the uniswap LPs who ate the crash

To be clear, even though governance cannot happen now, it's not entirely over.
