What have @curtisatlaw and I learned from the @StateDept production of the Certified Administrative Record regarding the policies, procedures, and practices suspending adjudication of DV-2020 applications? #DV2020

Since as early as March 20, 2020, @StateDept had suspending most preprocessing of #dv2020 apps at the KCC. (20 STATE 30920 ¶ 6). KCC will resume only when a US Embassy or Consulate is authorized to resume routine services.

This means if your application was NOT documentarily qualified and scheduled for an interview, @SecPompeo has taken no action on your case.

On March 20, 2020, @StateDept also cancelled all scheduled #dv2020 visa interview appointments. The @StateDept informed US Embassies and Consulates that they could only be rescheduled once post resumes normal operations.

@StateDept also informed US Embassies and Consulates that they could only schedule "mission critical" visa services. #dv2020winners did not fall into that category.

@SecPompeo and the @StateDept plan on resuming "routine" visa services in a four phase process. The plan is called "Diplomacy Strong" - an oxymoron considering the man's performance abroad.

Phase 0, Phase 1, and Phase 2 do not allow for #dv2020 applications to be adjudicated. In Phase 3, "routine" visa services would resume. However, #dv2020 applications would only be scheduled for an interview if they fell into an exception. And as we know, #dv2020 has none.

What does this all mean? It means @SecPompeo and @realDonaldTrump have illegally delayed and withheld the full and fair adjudication of #dv2020 applications. With out a full adjudication, #dv2020 winners cannot be issued a visa.

You may ask, "well what would a full adjudication matter if I were denied anyways?" But its late, I'll give you the scoop on that and the @SecPompeo response to our Motion for Preliminary Injunction tomorrow.
