“Excluding airport arrivals”, lol! How do they think they’ll come? Via dinghy round the Cape of Good hope from India?
That’s a truly bizarre offer. There is no non-air traffic of refugees from UK to EU.

Basically, this is an area where the EU has been doing the UK a massive favour.

And now they won’t anymore.
