This notice of UN sanctions against Taliban leaders isn't new. It is required by the UN Taliban sanctions committee, which Pakistan has issued & kind of not complied with since 2015. But there is a slight change in the language on the exemption to travel for those on the list:
From 2015 to 2019, it said: "[travel restriction] shall not apply where...[UN Taliban] Committee determines on a case-by-case...that entry or transit is justified, including where this directly relates to supporting efforts by [Gov't] of Afghanistan to promote reconciliation" 
This para is there from the April 2016 notice (mofa.gov.pk/wp-content/upl…) through to the Nov 2019 notice (mofa.gov.pk/wp-content/upl…).
But the Aug 2020 notice has dropped from this para the clause involving the Afghan government for seeking the travel exemption: "...directly relates to supporting efforts by the Government of Afghanistan to promote reconciliation": mofa.gov.pk/wp-content/upl…
Another UN travel ban related observation: The Taliban leadership on the UN sanctions list, including Mullah Baradar, has been traveling all over. But has their travel been approved by the UN Taliban committee?
The UN Taliban committee's 2018 report says that it received one request for exemption from Russia. Yes, Russia. So in 2018, it seems, Mullah Baradar traveled from Pakistan to Qatar without notice to the UN Taliban committee. undocs.org/en/S/2018/1118
But the 2019 committee report says that it received a request from a member state (US, I think) for exemptions of 11 Taliban leaders in April 2019: undocs.org/en/S/2019/970. That exemption, which includes Baradar, Stanikzai, Khairkhwah, Fazl, is in effect: un.org/securitycounci…
