It’s sad to see that recent flash floods in #Pakistan due to unprecedented rains opened flood gates of political polarization instead of citizen-centric emergency response. This thread is to share my personal experience as team member that handled worst disaster: 2010 floods 1/8
More than 20 Million people were effected. President, Prime Minister, COAS, Chairman NADRA, Chairman NDMA, CMs with key civil servants brainstormed a disaster management strategy called RRR with 3 simple components:
R- Relief (immediate)
R-Reconstruction
R-Rehablitation

Prime Minister called the meeting of CCI- Council of Common Interest. All CMs signed off on the strategy. CCI meeting resolved differences in national interest. Business rules such as citizens compensation & notification of disaster hit areas etc. were resolved 3/8
Chief Ministers did the due-diligence in issuing notifications of calamity hit areas in accordance with Pakistan’s 1951 Clamity Act.

Revenue Dept of province(s) that are currently hit by floods must declare districts as clamity hit ASAP. What’s the delay???
With consensus and collaboration we decided to create a consolidated fund known as ‘Citizen Demage Compensation Fund’. Thru CCI PM convinced CMs to contribute provincial funds and offered fed govt match of funds higher than provincial contribution to consolidated fund. 5/8
While Army helped with immediate relief ops, Govt Citizen Demage Compensation Fund grew due to strategy of compensating citizens thru smart card linked with CNIC (Watan Card) convinced Intl donors of transparency- and they came with donations. Rs 77 billion were distributed 6/8
Rs 77 billion were distributed to 2.84 million families. To ensure that this model is sustainable to handle future disasters, #NADRA helped cabinet division to establish a provincial structure (PDMA) under NDMA. We developed manuals and SoPs for future disaster management. 7/8
We spent so much effort to build the capacity within cabinet division to handle future disasters, that I tested during Awaran earthquake Baluchistan in 2013, but I am at loss why it’s not deployed or activated now? Why delay? 8/8
