It will create a vast pool of service providers- many of whom can be retired government officials who attained specialist knowledge. The government can tap into this massive resource on need.

Personalising the training content will create a big push to individuals who have world-class training content, bringing in another class of content providers, who are likely to overwhelm d MOOCs.
