Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination,”

It states that the President is in charge, and then designates two other individuals, the Assistant to the President for Homeland Security and Counterterrorism, who also sits as Chair of the Homeland Security Council, the Assistant to the President for National Security Affairs,

also known as the National Security Adviser and then announced the creation of a Continuity Policy Coordination Committee, which will be chaired by a member of the Homeland Security Council...

Remember, in the event of ‘Continuity of Government’, the Constitution is “thrown out the window”.

This is my opinion..but if you were to run a COG Coup on the President...DHS would make Day to Day Policy continuation without the Constitution...
