Trump "was also battling his own personal history," Gates writes in his upcoming book. "While no one could attack him on policy issues, since he wasn't a politician and therefore had no record, his biggest vulnerability was on the personal front." ($) businessinsider.com/rick-gates-mom…
Gates: "And after he raised the "woman card" in late April, we started getting calls from reporters who were fielding reports of Trump's alleged history of harassment of women."
"We kept track of them and brought every allegation to Trump directly, and we hoped — as any campaign would — that none of the alleged claims or stories would rise to a level of seriousness that would derail the campaign....
...By the time the campaign ended, we would tally a total of 45 women in Trump's past who claimed he'd crossed a line. He denied all of their allegations, and we took him at his word."

There's an obvious playbook waiting for Joe Biden should he win the White House with a mandate to tear down President Donald Trump's legacy. It's the same one Trump used four years ago. @rbravender with the deep dive in @Politicsinsider ($) ow.ly/bgAk50BNohH
Trump's early days in office were largely devoted to obliterating Obama's accomplishments. Each step of the way, he relished in moves to pull the US out of international agreements, dramatically shift priorities at federal agencies & issue a spate of executive orders.
But a Biden win means there's nothing stopping him from undoing it all right back. "That's part of what you win when you win an election is the ability to do that," said Mike Leavitt, former George W. Bush official who led Romney's 2012 presidential transition planning effort.

A coronavirus stimulus deal between Democrats & the White House fell apart largely because the sides couldn't agree about how much money to give budget-crunched states, according to one of President Trump's top advisers. by @leonardkl ($) @Politicsinsider

"Where the Democrats came down was so far out of — no pun intended — out of left field in terms of the trillions of dollars that they wanted to bail out states and cities," Brooke Rollins, acting director of the WH Domestic Policy Council, said Tuesday in an exclusive interview.
Speaking with Insider just minutes after the president's tweets to kill the deal, Rollins said there were several factors that influenced his decision to back out of talks. But she singled out the Democrats' demand for funding to the states as a no-go.

Our resident Mike Penceologist @tomlobianco is who you should be reading ahead of tomorrow night's VP debate. Check it out: ($) @Politicsinsider ow.ly/AXGQ50BLqUK
Tom takes us through three debates from Mike Pence's past - 1990, 2000 and 2016 - to show his political evolution and what to expect when he faces off against Democratic vice presidential rival Kamala Harris.
Pence's 1990 and 2000 debates show a snarky, at-times arrogant debater with clear skills and clean delivery — but a weak command of facts and policy.

EXCLUSIVE: Former Trump 2016 deputy Rick Gates' memoir is coming out soon. Check out an excerpt just published in @businessinsider about the chaos he saw swirling around the future president in April 2016. ($)
businessinsider.com/rick-gates-mom…
In his memoir, Gates describes the moment after the Acela primaries of Northeastern states when it became clear Trump was about to be the presumptive Republican presidential nominee — and Washington 'woke up to what was happening.'
He also writes about how Trump pushed back when then-Indiana Gov. Mike Pence's name got raised as a potential VP pick because he didn't want someone who was losing his gubernatorial race.

SCOOP: Brad Parscale appeared despondent last Friday, telling his fellow '20 Trump campaign staffers & friends that he was under federal investigation, according to 4 Trump advisers and Republicans close to the president's campaign. by @tomlobianco ($) businessinsider.com/brad-parscale-…
Parscale didn't explain which agency was investigating him, or why, but campaign staff noted the shocking turn from a colleague who had been central to Trump's political rise in 2016.
They said Parscale appeared to be fine on campaign Zoom meetings in the weeks before his recent meltdown that has landed him in a South Florida hospital under protective custody.

A new document released Wednesday shows how Joe Biden's transition team plans to limit the influence of lobbyists as it maps out a new administration. by @rbravender & @davelevinthal in @Politicsinsider ($) ow.ly/YHdK50BFVWX
The ethics plan bars transition team members from working on matters where they have a financial conflict of interest and largely prohibits people who have been federally registered to lobby in the previous year from serving on the team.
But some of its limitations are subject to exemptions from the transition team's general counsel, the document says, a loophole that troubles good government advocates. "This is not a serious document," said Jeff Hauser, executive director of the Revolving Door Project.
