Albay Rep. Joey Salceda: The first signature campaign was done by the Speaker, during the meeting with the President. After the suspension, that triggered really what essentially happened today.

Rep. Salceda: Starting last Saturday, there was a move to talk with each congressman. I saw there are 186 signatures. This morning, there were about 111 physically present and 45 were in the Zoom. The rest were e-signatures, which are acceptable given the COVID [pandemic].

Rep. Salceda on the mismatched numbers of signatures: There must be some people who changed their mind.

Rep. Salceda: I discussed with Lord, essentially what he wants to do as a Speaker. We had a two-hour talk, wherein we outlined his plans to make the House a modernizing agent to the Philippine society.

Rep. Salceda on what would happen on the resumption of session tomorrow: Everybody, of course, must follow what the special session is for? Which is to approve the budget.
