I just read through the short 22-page judgement delivered by The Hon'ble Justice G R Swaminathan of the Madurai Bench in case of @trramesh vs TN HRCE regarding to Executive Office of Palani Murugan temple giving a contract for housekeeping. Judgement delivered on 22-09-2020 /1
has some far-reaching pronouncements
- It re-iterates the role of the Executive Officer, Fit Person and Trustees of a Temple as consolidated in Tamil Nadu Act 22 of 1959, that is, the defining law with respect to conduct of the Hindu Religious and Charitable Endowments /2
- The Bench upholds that the TN HRCE has a responsibility to constitute a Board of Trustees for each temple or religious institution under it's responsibility.
- The execution of all responsibilities of the Trustees can be entrusted to a Fit Person during a hiatus when Trust /3

@strawsInTheWind sir had asked me to write about the tradition of Uzhavara Pani a few days back. Let me share the little I know. Uzhavarapani is a form of service where devotees take up the maintenance of temples as an offering to the deity. It is a form of Karma Yoga where /1
you take up the simplest of tasks, which anyone can do, namely sweeping, repair of wear and tear. Small town Tamil Nadu has many Uzhavara Kuzhus or volunteer groups that take this up. The Dharma Shastras place high merit on the following activities
- Maintaining groves /1
or nandavanams.
- Keeping water bodies clean and free of silt.
- Planting and maintaining shade giving trees along highways

Let us see what really happened in Madras Corporation Schools
Between 1950 to 1967 - number of schools went from 218 to 338.
Anna CM between 1967 - 69 - 11 new schools were opened.
1969 - 77 - 5 schools opened and 4 closed.
No change in enrolment
So much for DMK tom-tomming that they brought education to TN.
Across Madras State, what was the count of schools?

Gross Enrolment Ratio in Tertiary Education = no of people of age 18-23 years enrolled in college vs total number of people in that age group
Eligibility Enrolment Ratio = no of people who of age 18-23 years enrolled in college vs total number of people in that age group /1
who have completed higher secondary school.
India: GER = 27%, EER = 65%
TN: GER=47%, EER ~ 80% (data not available)
This means 80% of people who finish +2 enrol themselves in college.
+2 pass percentages are 90% +
76% of colleges are private unaided. What does this mean? /2

One of the signs of a vibrant art form is where the artistes come from. When your artistes come from ordniary backgrounds in Batumi, Georgia and Kazan, you are in good shape.
Another important thing about classical art forms is that they need state patronage. Cannot be left to the market.
