Sen. Harris is correct about the impact of the Shelby decision on voting rights..
Barrett is legally correct on the (parsing) point that the Shelby decision was written to technically allow Congress to 'update' the law - which Senate Republicans have refused to do.
So that part of the formula and "pre-clearance" process (which the VRA law uses to protect voting rights) are effectively frozen until and unless Congress acts again
Harris also using the case to try to pin Barrett down on her view of the facts of voter suppression in the U.S. - something a judge can comment on apart from pending cases - and the judge is largely evading that (ala much of the hearing)
