David Muhammad just shut down the Advisory Board members who were in the queue and wanted to speak, limiting it to TF members only. CM Bas takes up more time saying the presentation was good and everyone should refer to the presentation when they answer the questions. #oakmtg
I appreciate when TF members call out the issues with this structure and the hoops they are being forced to jump through during this whole process. There's a constant sense of community gaslighting and these folks won't let it deter them. #oakmtg

Love the comments from Nikki Dinh. Says that we went from reimagining to line edits with this conversation. Also wants closed captioning to be more accessible. As someone who relies heavily on captioning, sometimes it's very hard to keep up and play stenographer on calls. #oakmtg
Someone brings up the multi-cop car problem again with another anecdote, responding to a woman with mental health issues without pants. Literally the solution would have been one person bringing her a pair of pants as a stop gap, and get her some resources. #oakmtg
DV and sexual assault, sexual trafficking have been brought up repeatedly. OPD officers are often perpetrators of sexual and domestic violence. #oakmtg

Mariano Contreras of the Latino Task Force makes comments on the CPA propsed changes to use of force policy: 1. must be clear that racial disparities impacts use of force and police must be clear on this 2. Must be a commitment to de-escalation
3. Encouraging officers to walk away instead of escalating 4. Officer can only use a proportional amount of force to a situation and cannot use vague language to wave it away 5. Less lethal weapons can only be used for immediate danger of serious injury
6. Violations of use of force will not be protected by qualified immunity" 7. No distinction between use of "objectively reasonable" force, just "necessary" force 8. Specialty impact weapons like wooden bullets to be recategorized as lethal use of force
