1/9 Unfounded charges of violations and inflammatory rhetoric do not advance peace. Instead, we should pursue strict adherence to all articles of the U.S.-Taliban Agreement and U.S.-Afghanistan Joint Declaration and not neglect the commitment to gradually reduce violence.
2/9 Continued high levels of violence can threaten the peace process and the agreement and the core understanding that there is no military solution. Violence today remains distressingly high in spite of the recent reaffirmation of the need for substantial reduction.
3/9 Taliban attacks in Helmand, including on the provincial capital; Taliban attacks against Afghan security forces; & Taliban complaints of ANSF operations and coalition strikes led to a recent meeting in Doha.
4/9 All sides agreed to decrease attacks and strikes and reduce violence and casualties. Although violence in Helmand has decreased, violence overall in the country remains high.
5/9 Our expectation has been and remains that violence comes down and stays down.
6/9 It was a focus of the Agreement we signed, further highlighted in connection with the releases of the last batch of prisoners and reaffirmed again in the most recent commitment all sides made to adhere to all aspects of the deal.
7/9 Violence has stalked Afghans for far too long. It has robbed far too many Afghans of their loved ones. The tragedy in Ghor today is the most recent example.
8/9 The belief that says violence must escalate to win concessions at the negotiating table is very risky. Such an approach can undermine the peace process and repeats past miscalculations by Afghan leaders.
9/9 We must adhere to the letter and spirit of what was negotiated and the recent understanding. They provide a path to minimizing Afghan loss of life and protecting an historic opportunity for peace which must not be missed.

۱/۹ – اتهامات بی بُنیاد در مورد تخطی ها و بیانات تحریک کننده، سبب پیشرفت صلح نمیشود. به جای آن، ما باید بدنبال پیروی جدی از تمام مواد توافقنامه ایالات متحده – طالبان و اعلامیه مشترک ایالات متحده – افغانستان باشیم، و تعهد برای کاهش تدریجی خشونت را نادیده نگیریم.
۲/۹ – تداوم میزان بلند خشونت میتواند روند صلح و توافقنامه و این درک بُنیادی را تهدید کند که راه حل نظامی وجود ندارد. باوجود آن که اخیراً بر ضرورت کاهش خشونت مجدداً تاکید شد، امروز میزان خشونت در افغانستان اندوهبار است.
۳/۹ – حملات طالبان بر هلمند و مرکز ولایت، حملات طالبان بر ضد نیروهای امنیتی افغان، و همچنان شکایت های طالبان از عملیات نیروهای امنیتی و دفاعی افغان و حملات نیروهای ائتلاف سبب ملاقات اخیر در دوحه شد.
۴/۹ – تمام جوانب بر کاهش حملات و بمباری ها و کاهش خشونت و تلفات، توافق ورزیدند. با آن که خشونت ها در هلمند کاهش یافته، میزان خشونت به صورت عمومی در کشور بلند است.
۵/۹ – توقع ما این بود و همین است که خشونت کاهش بیابد و همچنان کم بماند.
۶/۹ – این در محراق توافقنامهٔ بود که ما آنرا امضا نمودیم، و در ارتباط با رهایی گروه های اخیر زندانیان بر آن بیشتر تاکید شد و به تازه گی تمام جوانب بر آن مجدداً تعهد ورزیدند که از تمام ابعاد این معامله پیروی شود.
۷/۹ – خشونت از دیر زمانی افغان ها را عذاب داده و از شمار زیادی افغانها عزیزانشان را گرفته است. تراژیدی غور، آخرین نمونهٔ آنست.
۸/۹ – این باور که برای بُردن امتیاز در میز مذاکرات باید خشونت را شدت بخشید، بسیار خطرناک است. این گونه یک روش میتواند که روند صلح را آسیب رسانیده و سبب تکرار محاسبات نادرست گذشتهٔ رهبران افغان شود.
۹/۹ – ما باید به حرف و محتوای آنچه که بر آن مذاکره شد و اخیراً بر آن تفاهم شد، پابند بمانیم، چون راه برای کاهش تلفات افغانها و نگهداشت یک فرصت تاریخی صلح را میسر میسازد، که نباید از دست برود.

1/4 Following several meetings General Miller and I had with the Taliban, we agreed to re-set actions by strictly adhering to implementation of all elements of the U.S.-Taliban Agreement and all commitments made.
2/4 This means reduced numbers of operations. At present too many Afghans are dying. With the re-set, we expect that number to drop significantly.
3/4 Attacks have been on the rise in recent weeks - threatening the peace process and alarming the Afghan people and their regional and international supporters.
1/6 President @ashrafghani is in Doha at Qatar's invitation. General Miller and I had an opportunity to meet with him and discuss the latest on the #AfghanistanPeaceNegotiations.
2/6 General Miller and I affirmed ongoing U.S. support to Afghanistan, our partnership, and a peace process meant to produce a political settlement and an end to decades of war.
3/6 I told the President Afghans should not let the opportunity for peace to slip away. He said he supports the Islamic Republic negotiators doing their work as long as it takes. I said I’m encouraged by what I heard from all sides, including the two teams’ commitment to peace.
1/6 We welcome the Afghan Loya Jirga’s declaration and President Ghani’s decision to sign the decree ordering the release of the remaining prisoners.
2/6 With these bold steps, after 40 years of war, a historic opportunity for peace is now possible; one that benefits all Afghans and contributes to regional stability and global security.
3/6 In the next few days, we expect the completion of prisoner releases, then travel of the Islamic Republic team to Doha, & from there the immediate start of intra-Afghan negotiations.
1/4 The last 24 hours have been very violent in Afghanistan with many losing their lives.
In Herat, photos and eyewitness accounts suggest many civilians including children are among the victims of an Afghan airstrike. We condemn the attack and support an investigation.
2/4 Similarly, we deplore the recent Taliban attacks in which many Afghans have lost their lives.
3/4 The Afghan people want an immediate start of peace negotiations and a settlement that is in their best interest. More graves will not bring negotiations forward.
We have reached Day 135, a key milestone in implementation of the U.S.-Taliban Agreement. The U.S. has worked hard to carry out the 1st phase of its commitments under the Agreement, including to reduce forces & depart five bases. NATO troops have come down in proportional numbers
There has been major progress, albeit slow, on prisoner releases. The Taliban & the Islamic Republic negotiating teams have made progress on logistics for intra-Afghan talks. No American has lost his/her life in Afghanistan to Taliban violence. Regional relations have improved.

(2/5) Coronavirus has disrupted Ramadan for the world, with special hardship for #Afghans because of escalating violence.
(3/5) Although difficult challenges remain on both fronts, I believe both will be overcome, so long as leaders on all sides make the right decisions and put the interest of their people first.
This development offers the opportunity to accelerate the peace process.
