So it seems like this book, is supposed to be like some kind of journal written by, I guess, King Arthur? Or someone who went to Avalon at least.

Whoever wrote it was definitely a Kamen Rider, probably a SworDriver user

They talks about, what seems be the responsibilities of the Sword of Logos, but doesn't mention them by name.
-Do not abuse the power
-Protect the Human World, the Wonder World, and the Boundaries between.
-help build up and develop the human world.

Then they go on to talk about how the Wonder Ride Books have potentially infinite power, and that they became trapped in Avalon because of an experiment trying to access more of that power. But they couldn't handle it.

They continue on describing Avalon and the Rift in Time as we saw it in the episode.

And they start going into detail about the WRBooks and Seiken which I think is probably the most interesting part.

It implies that a group that Arthur refers to as "The Ancestors" (it could also be translated as "Precursors").
Created the Seiken to draw more power from Wonder Ride Books.

And then he continues on describing how it works, which is nothing we didn't already know.
But whats interesting is, he does say that he considers Wonder Combo Forms (3 matching book forms) to only be a "starting point"

But he goes on to say that 3 Books forms are the "limit of the Human Realm" but that (if I translated this correctly) he has a theory that it should be possible to hold the power of ALL of the Wonder Ride Books in a single Seiken.

And he sensed that "the world beyond" Avalon held the power he was seeking, so he stayed there.

And finally he starts describing a concept he calls "The King of Power", which seems to be a person who can draw out and endure the power of all of the Wonder Ride Books, and who wields a sword that can handle all of that power.
