*Amendments to Subsection 2609-Contract Service Fees update current rates and will allow the Sheriff’s Office to recover the salary and benefits costs, operating costs, and an indirect cost rate for a full time Deputy Sheriff, Community Service Officer, Correctional Officer,
Dispatcher and Reserve Officer positions. The recommended action also includes a Prisoner Processing Service Fee that is utilized with other law enforcement agencies.
29. Agreement No. 20-102 with Dreamcatchers Empowerment Network for the provision of vocational and educational support services to individuals with serious mental illness living in Fresno County and receiving specialty mental health services, to revise initial ramp-up and
modification language with no change to the term of March 10, 2020 through June 30, 2025, or maximum compensation of $5,142,822.

Amendment II to Agreement with the City of Reedley (CDBG 18571)
On August 21, 2018, the Board approved the Project, then estimated at $149,385. The agreement provided CDBG funds in the same amount to the City, on a reimbursement basis, for street improvements on Myrtle Ave
between Cedar and Buttonwillow Avenues, within the City of Reedley’s existing easements or public rights-of-way. On August 30, 2019, the Director of the Department approved a scope modification proposed by the City of Reedley, as permitted under Section I(G) of the Agreement,
changing the Project location to Buttonwillow Avenue, between Myrtle and North Avenues, within the City of Reedley’s existing easements /public rights-of-way, and adding utility improvements. On October 19, 2019, the Director of the Department approved a revised project schedule
per the terms of the Agreement. On November 19, 2019, the Board approved the first Amendment, providing an additional $262,330 in CDBG funds for the Project, due to increased costs. The cancellation of Phase X will allow the City to reallocate $254,639 in CDBG funds to reduce
their financial contribution towards the Project to $96,165. All remaining provisions of the agreement will remain in full force and effect.

Net County Cost associated with the recommended actions, which will update the language in various Ordinance Codes to comply with the American with Disabilities Act (ADA) requirements. Additionally, a change is recommended to allow sitting Members of the Board of Supervisors and
with a concealed carry weapon license (CCW) to carry firearms on County property and within County facilities and Agriculture Department employees authorized by the Agricultural Commissioner to carry firearms based on their required duties.

Taking up items 28 and 28.1 regarding Creek Fire $15 million and $3 million. CAO Rousseau says this allows FEMA to cover 70% of cost. County pays 6% of actual cost. This item allows us to begin tracking the expenses. @LincolnSeward grants will allow us to remove debris. He would
like to spend the $15 million first but hopes we don’t have to touch the 28.1’s three million dollars. Rousseau says we probably need $20 million to do this correct. We will be reimbursed 93% with FEMA emergency added this week. Items Approved separately. Magisg would like 28.1
to be amended from $3 million to $5 million. Approved.
6.Sale and Purchase Agreement of 5555 E. Olive, and 5520 E. Hedges, Fresno, CA 93727 rom Pacific Bell Telephone Company , for the sum of $9,500,000, which includes the assumption of a lease of a portion of
of the Property by AT&T Services, Inc., for up to 18 months after the County’s purchase of the Property, assumption of an existing cell tower license, and three easement agreements granting easements to the Seller for existing communication equipment.
These buildings will be used
for behavioral health. AT&T will lease part of it back to ease their moving. Behavioral Health is currently located at old VMC land. Attorney Cedarborg clarifies lease back portion. @LincolnSeward with AT&T Staying a bit longer is the current furniture able to be kept? Staff:
probably not useful for behavioral health. Building is adequate earthquake , structural etc. Lease back is market rate. Rousseau says Behavioral Health is hurting for space. Social Services will also be leaving old VMC next week. Sale of the VMC land is proceeding too. Pacheco:
how close to VMC location? A: 2-3 miles plus easier road travel. This will be for out patient adults and children. Adequate parking (500 spaces). Study to see how many clients drove / transit etc as well as to where they drive in from using a heat map. Approved

Senate Bill (SB) 244 (Wolk) passed the Legislature in 2011, requiring cities and counties to analyze and begin to address infrastructure and service deficiencies affecting unincorporated communities. SB 244 requires, on or before the next due date for the next adoption of
of its housing element following the bill’s enactment, that counties include in their general plan land use elements identification and analysis of underserved disadvantaged unincorporated communities (DUC) within their unincorporated areas and outside city spheres of influence
SOI).
For the purposes of SB 244, a DUC is defined as an inhabited and unincorporated community that includes 10 or more dwelling units in proximity or where 12 or more registered voters reside and has an annual median household income that is 80 percent or less of the statewide
median housing income. In unincorporated county areas outside of SOIs, the only type of DUC is the so-called “legacy community,” which is at least 50 years old. Letters asking about consistencies to general plan as well as scope. Magisg: Planning Commission comments about
