RFP = Request For Proposals. It's a competitive bidding process that gov'ts have to do when hiring out jobs.
Yates going to vote against council's endorsement of 6 state ballot measures. He wants to reflect the fact that there are different views in the community.

That is, it should have taken 6 members to express a position on a ballot measure, instead of 5.
