A new strategic framework of tiered restrictions will be published on Friday. It’ll go to parliament next week. New tiers will be set out in advance of them coming in on 2nd Nov. FM says this could potentially lead to tougher restrictions for all or parts of scotland

Nicola sturgeon says the restrictions are “harsh financially” and “harsh emotionally” but she does think they’re making a difference. Says early data suggests they are helping to stem virus transmission
Financial support will be “extended” to help support businesses kept closed/restricted for an extra week. This will be “proportionate” to the support the received for the first two weeks.
In response to reports on test and trace outsourcing, Nicola sturgeon says the scheme is run by nhs and will not outsource. They have, however, recruited a small number of staff from private companies to work under direction of nhs scotland.
Asked by @lynseybews why the hospitality restrictions are going beyond the two weeks initially outlined, FM says that clinical advice is that it would be “premature” to end on Monday and says she makes no apologies for “taking some time” to get the new tiered system in place

On low case numbers testing positive yesterday (316), FM says a number of tests were diverted from Glasgow to other labs in UK network. Says she expects the true number to be included in today and tomorrow’s figures.
FM says focusing on % of those “newly tested” is becoming “less reliable” as one seventh of Scottish population has been tested. Says this is making the figure “artificially high”. Scot gov is going to start taking the proportion of people testing positive from absolute total
