1/ The following information should be of concern to not only Victorians but to all Australian's. For anyone that thinks there's a left & right side in politics, the silence of the opposition & federal government on this should have you, in the least, consider otherwise.
2/ I would like to note that I have not been able to find any MSM report's on this 'Strategy' when launched in 2016. I was able to find one article which was published in the Business Acumen Magazine. One thing I can say for sure is-we have not consented to nor voted for this.
3/ The Premier signing Victoria up to the BRI has been a big concern for many citizen's. Unfortunately, it is only one aspect of a much bigger scheme. May I introduce you to 'Partnerships for Prosperity': Victoria's new China Strategy.
4/ This strategy was incepted following Andrews visit to China in 2015. From there he pledged to visit China every subsequent year he is in office. Here are the heartwarming word's from some key player's. Inc the Governor of Jiangsu, Victoria's sister state in China.
5/ The executive summary. If you only read one part of this, note the 2nd screenshot. The Victorian Government's Vision. Where you ever informed of this vision Victoria? Do you support or share this vision for our once great state?
6/ Victoria's new approach to engaging China. Note the time's 'Vic will' is stated. Also note the 4th point under 'Direction's', 'Attract investment, incl into the governments infrastructure pipeline, to support Victoria's cont. eco growth'. BRI is but 1 aspect
7/ Key outcomes. Aiming for Vic to increase Chinese invest share within Aust from 8 to 20% over the next 10 year's. Extensive collaboration & coord approaches. A lot of time and $ being invested by Vic here. What is the price we really pay for such a return in exports and invest?
8/ An interesting side note is that Chinese investment in Australia dropped by 58.4% last year. While I don't consider that a bad thing, this doesn't fit the narrative well for the strategy of increased investment, does it. That's a massive drop. home.kpmg/au/en/home/ins….
9/ An increase of $5bil projected in exports for Victoria, through the China-Aust Free Trade Agreement. The progress in 4 yrs shows it's actually gone backwards. Additionally, we import 3 x that amount.

11/ Tourism and post graduate University enrolments are expected to grow through the arrangement.
12/ This document is 40 page's long. I do recommend you read of it what you can. Declining manufacturing gets a notable mention. The difference in imports-exports certainly reflects this. The real benefit of all this for Victoria is yet to surface.
13/ In return for the increase in exports, investment, student's and tourism, here is more on what we will assist China with. Given the size in population differences, this really doesn't seem to be in our best interest. It's all about building a bigger and better China.
14/ 'Entree to broarder engagement', they really do make the whole thing sound deliciously good, don't they (sorry, couldn't resist 😏). Who talks like this?!? The 'case study' is interesting. Monash setting up in China, what impact has that had on the University as a whole?
15/ This paragraph is the stand out. All minister's will travel to China. Why is the travel necessary and at what cost will this be for the taxpayer? Also, note the healthcare mention. Collaboration? The same sort of 'collaboration' that we have with WHO and the UN?
16/ Note again - 'Victoria will', it's harder and harder to see where the benefit is for Victoria. With all this governmental 'collaboration' going on, how much input and influence would Dan Andrews have in all this, remembering he's dealing with the CCP.
17/ Victoria has 4 'Victoria Government Business' office's in China. There seems to be a big focus on manufacturing in these regions. Meanwhile manufacturing in Victoria has been decimated. Remember Phillip Dalidakis's (MP for Sm Bus, Innov & Trade) final words in his foreword.
18/ Focused cooperation on clean technology and environmental protection. Check out the current pollution levels for both Jiansu and Victoria. Guess we're getting good results from the turbines (made with Aussie coal) and solar panel's China make for us. iqair.com
19/ Our 2nd sister state. Ironically, the capital is China's most livable city. Again we are are cooperating on environmental issue's. Good thing we aren't advising on water storage. Sichuan has a population of 81.1 mil compared to Victoria's 6.36 mil. At least we offer migration
20/ The focus on education in Victoria. China has appointed a Chinese Language Advisor to run assistant's to teachers...Confucius classrooms....programs....co-funded by the Victorian and Chinese governments.
21/ Confucius classrooms have appeared in state's across the nation. With cash incentives given to part school's. The program has met with problems over the last few year's. Worth looking into, concerning given it's educ programs overseen by the CCP.

22/ Cultural Partnerships. More of what 'Victoria will'. To improve relations 'we must develop trust, based on a deeper understanding of China, it's people & culture as well as it's economic needs'. I wonder what China does in reciprocation. What about Victoria's econ needs?
23/ These 2 page's need to be read. Summarising them won't do. This is what the Victoria government is doing to promote investment from China. They expected to attract & facilitate $2bil in Chinese investments, creating on average 300 jobs/ year over 10 year's. 3k jobs!
24/ Victoria's projected infrastructure investment, nearly triple the normal investment. $2bil (over 10 year's) in investments from China won't really have an impact. I guess the 300 job's a year helps.
25/ It doesn't take a genius to work out where the funding will come from for this exuberant infrastructure projection. Loan's we will never have the capacity to pay due to the financial decimation of the state, resultant from Covid.
26/ Exports & business engagement with China. Many eggs have been placed in the China basket. Our growing reliance can't be good. Mentioned earlier 👇 is the hub for further information. While it's apparently global there's certainly a focus on China. global.vic.gov.au/home
27/ Further breakdown of focus trade industries. A lot of which is simply repeated information. Seeking Chinese investment in renewable energies is a stand out. Invest in their own products while racking in the subsidies. It would end up no different to their water ownership.
28/ Implementation & next steps. This sounds no different to the UN agreements. Andrews will take annual visits and 'provide annual report's'. As I've said, Victoria appears to be giving a lot here for how much gain. Victoria is committed to China with all of this until 2026.
29/ I came across all of this by accident when I stumbled upon the 2018 Progress Report.
30/ In 2018 we were ahead of sched to meet our targets, Dan would have been ecstatic. As stated earlier the Global Victoria site state's exports are now worth less than when this started & Chinese invest was significantly lower last year, bet that 25% has dropped significantly.
31/ Dan boasting about the honour of being invited to a BRI forum. Phil's introduction was another a$$ kissing extravaganza. Just goes to show how beneficial that Chinese funding for edu & Chinese Lang. Advisor worked out. Edu & Tourism where the 2 winning sectors in the report.
32/ Alas like everything else these 2 sectors have been decimated by Covid. At least China navigated it nicely and have no problems with it now.
33/ What the report fails to mention here is that the Weilong Grape Wine Company is Chinese owned. weilongwines.com.au
34/ Another heavily one sided situation with education. Do you think China supports & funds community group's recognising Australia's contributions to China?
35/ Victoria is leading the way in partnering with the Chinese government. We are the trailblazers Victoria, thanks Dan.
36/ Massive accolades for Dan with his work on the BRI. This highlights the level of commitment our fine Premier has made. Also note ALL minister's had travelled to China.

40/ Finally to wrap up the progress report. Here is the summary of how Victoria is delivering on the directions as per the strategy. I haven't been able to locate China's report of progress, as of yet.
41/ So when the federal government claimed a couple of month's ago they were going to review deals made by state's with foreign countries, how far do you think they'll get? They have sat back silently & let this go on for year's.
42/ This all started the same month Turnbull became PM, Sept 2015. Politician's on both side's of the aisle at a state and fed lvl have not said a word about this to the people of Vic let alone Aus. Why is that? I can only draw one conclusion... #InItTogether
I'm just going to post some travel details of our minister's here. Bear in mind quite a few have travelled to China more than once. How much dirt did China gather on our MPs while they were there? Did Dan send them there for this very reason? To be part of the club you had to go?
