Some of you may have seen a petition advertised on the Council website to replace the current Directly Elected Mayor model with a Cabinet & Leader model
I and others

think that petition is incomplete & does not consider other options available, including the Committee system which I think preferable
But you as residents need to be involved in making that decision, which needs to start by explaining the different options, pro's & con's

There are four different ways of governing;
a. Mayor directly elected - holds all power
b. Leader and cabinet - leader elected by Councillors, hold all power (maybe)
c. Committee - Councillors decide
d. Hybrid - different combinations of above possible

There are a number of organisations that could help in that process, explaining the different options, how they work, how other parts of London use different models

We need to copy her & have similar process before a vote

I am also not convinced that Leader & Cabinet model is the right solution
In May 2010, with little debate, no public information, and amid the confusion of national & local elections 60% of people voted for an alternative choice suggesting dissatisfaction with the old model

I also think the petition on Council website to vote on 6th May 2021 is too quick, need more time to look at alternatives

+ will lead to confusion over multiple ballot papers (up to 5)
& we need a proper civic debate separate to party political campaign

So the new petition asks for:
a. that we also consider the Committee system as a possible replacement
b. that the vote is on a separate day from a party political election so as to ensure a proper debate, which did not happen in 2010, but before May 2022.

c. that we only hold a vote after a process of information, so that residents understand what the four choices are, which also did not happen in 2010
d. that we also look at what Mayor Rokhsana Fiaz did in Newham with a Democracy and Civic Participation Commission

e. that we then hold a referendum including different options so that residents and not just politicians decide

Let us not repeat the mistakes made in 2010 referendum; lack of debate, lack of information, lack of choice before a referendum, confusion of multiple ballots

Let’s not repeat history & rush into this, let’s take our time to get this right, using experts.
I hope this is not seen as an attack on John Biggs; if hard work, a deep personal knowledge of Tower Hamlets, dedication & a sense of humour were required then it would work

I just happen to think that job too complex & wide ranging for one person to effectively manage TH anymore especially as population & challenges ⬆️
As example, Cabinet agenda 336 pages long, next week 360 p, it is not possible for one person to read it all and take it all in

We therefore ask residents to sign this petition that will allow all of us to be involved in the process for deciding how we govern ourselves & who leads us
That we take the time to do this right in an informed & calm & non party political manner

Sorry missed that Newham Councillors have voted to give residents a choice between the current Mayor model of local government or the Committee System, under which decision-making powers are spread more widely among councillors, who also chose leader

Tower Hamlets Council to receive £38.067 million in COVID support from government, highest amount of any London Borough, just ahead of Newham
Forecast from TH Council is that total cost of COVID this year is £35.9 million
I am not sure yet whether

£38 m includes compensation for lost income from sales, fees and charges, worth maybe £7 million, will ask.
So this year it maybe that we end up OK purely on direct COVID related costs/lost income i.e. make small 'profit'.
But we have lots of other historic financial issues

affecting this year + potentially large losses from business rates (from recession & working from home threat to TH economy) + Council tax next year so the position is not good
But problem is that Council narrative that £ problems entirely due to COVID & that government need

Help required with developer
Approximately 100-140 family sized homes in Island Gardens are owned by the person who is the target of the letter below (he submits formal complaints against any Cllr who mentions his business in public including me)
He converts them into HMO's
1/
He buys 1980/90's built 3/4/5 bedroom family properties in four main locations: Ferry Street, Lockesfield Place, Cyclops Mews, Ambassador Square.
In these places he owns a substantial number of the properties which then makes it easier to buy more of them.
2/
Since 1st August he has submitted 7 planning applications for those properties, see pic and 17 since 1st January 2020. I cannot think of anybody else who submits so many applications on different sites.

Key issues in Tower Hamlets
On Wednesday I wrote to the Councils Overview & Scrutiny C'tee with a list of what I thought the top issues were in TH including fact that TH has the highest number of ASB incidents in the country since lockdown + the most buildings affected by

cladding / fire safety issues in the country + 40% of the Councils income comes from business rates income = lots of closed business in CW estate

Labour Cllrs unaminously voted for only 42 new homes (+more in old building) in one of the best sites in the whole of TH as regards access to transport, parks & shops
Very clear they do not believe there is a housing crisis as they claim
But the C'tee decision last night will

be a wonderful argument against taller developments elsewhere
I did wonder last night how so many tall buildings get planning permission in TH given the arguments the Council made against a tall building on land itself owns
Those arguments can be used against them elsewhere

But I really did want more new homes on this site
We won't solve the housing crisis through such a complete lack of ambition on Council owned land (for the 2nd time this year)
It is also unfair/poor planning to push so much development to quite small
