1/6 Afghanistan's Independent Human Rights Commission has confirmed 12 children were killed and many more injured in an air strike by Afghan government forces.
2/6 This is a terrible tragedy. Unfortunately, tragedy is not limited to Takhar. Civilians are victims of car bombs, IEDs, and targeted killings perpetrated by the Taliban. Civilians have been forced to flee fighting in Lashkar Gah and other areas.
3/6 We offer our condolences to all the families of those killed and injured.
4/6 It is vital that Afghanistan’s independent media and robust civil society be allowed to document current events.
5/6 The answer to this tragic situation is an immediate reduction of violence leading to a ceasefire by all sides. The answer is to accelerate a political settlement.
6/6 The United States is singularly focused on this goal and is pressing both parties to reduce violence and find a path to peace as soon as possible.

۲/۶ – دا یوه بده غمیزه ده. له بده مرغه چې غمیزې یوازې تخار پورې نه محدودېږي. ملکي خلک د طالبانو په موټري‌ بمونو، تعبیه شوو بمونو او په نښه شوو وژنو کې قرباني کیږي. ملکي خلک اړ شوي چې په لښکرګاه او نورو سیمو کې له جګړو وتېښتي.
۳/۶ – موږ د ټولو وژل شوو او ټپي شوو کورنیو ته خپله ډاډګیرنه وړاندې کوو.
۴/۶ – ډیره مُهمه ده چې د افغانستان خپلواکه رسنۍ او فعاله مدني ټولنه پرېښودل شي چې روانې پېښې مستنده کړي.
۵/۶ – د دغو غمیزو حالاتو ځواب په بیړني اورکم کیږي، چې د ټولو غاړو لخوا د اوربند سبب وګرځي. ځواب دا دی چې یوه سیاسي جوړجاړي ته بیړه وشي.‌
۶/۶ – متحده ایالتونو په ځانګړې توګه پر دغه هدف تمرکز کړی او پر دواړو غاړو فشار اچوي چې اورکم کړي او ژرترژره د سولې لار وموندي.
۱/۶ – کمیسیون مستقل حقوق بشر افغانستان تائید نموده است که در یک حمله هوايی نیروهای دولتی افغانستان، ۱۲ طفل کشته و شمار زیادی زخمی شدند.
۲/۶ – این یک تراژیدی المناک است. متأسفانه که تراژیدی محدود به تخار نیست. غیرنظامیان قربانیان بم گذاری های موتری، بم های تعبیه شده و کشتار های هدفمندی اند که از سوی طالبان اجرا می‌شود. غیرنظامیان مجبور شده اند که از جنگ در لشگرکاه و دیگر مناطق فرار کنند.
۳/۶ – ما به خانواده های تمام آنهایی که کشته و مجروح شده اند، تسلیت عرض می‌کنیم.
۴/۶ – این حیاتی است که رسانه های مستقل و جامعه مدنی فعال افغانستان گذاشته شوند تا رویدادهای جاری را مستند سازند.
۵/۶ – پاسخ این وضعیت رنج انگیز در کاهش فوری خشونت ها است که منجر به آتش بس تمام طرف ها گردد. پاسخ در یک تفاهم سیاسی سریع است.
۶/۶ – ایالات متحده به طور استثنائی بر این هدف تمرکز دارد و بر هر دو طرف فشار می‌آورد تا خشونت ها را کاهش داده و هر چه سریعتر یک راه صلح را بیابند.

1/9 Unfounded charges of violations and inflammatory rhetoric do not advance peace. Instead, we should pursue strict adherence to all articles of the U.S.-Taliban Agreement and U.S.-Afghanistan Joint Declaration and not neglect the commitment to gradually reduce violence.
2/9 Continued high levels of violence can threaten the peace process and the agreement and the core understanding that there is no military solution. Violence today remains distressingly high in spite of the recent reaffirmation of the need for substantial reduction.
3/9 Taliban attacks in Helmand, including on the provincial capital; Taliban attacks against Afghan security forces; & Taliban complaints of ANSF operations and coalition strikes led to a recent meeting in Doha.

1/4 Following several meetings General Miller and I had with the Taliban, we agreed to re-set actions by strictly adhering to implementation of all elements of the U.S.-Taliban Agreement and all commitments made.
2/4 This means reduced numbers of operations. At present too many Afghans are dying. With the re-set, we expect that number to drop significantly.
3/4 Attacks have been on the rise in recent weeks - threatening the peace process and alarming the Afghan people and their regional and international supporters.

1/6 President @ashrafghani is in Doha at Qatar's invitation. General Miller and I had an opportunity to meet with him and discuss the latest on the #AfghanistanPeaceNegotiations.
2/6 General Miller and I affirmed ongoing U.S. support to Afghanistan, our partnership, and a peace process meant to produce a political settlement and an end to decades of war.
3/6 I told the President Afghans should not let the opportunity for peace to slip away. He said he supports the Islamic Republic negotiators doing their work as long as it takes. I said I’m encouraged by what I heard from all sides, including the two teams’ commitment to peace.

1/6 We welcome the Afghan Loya Jirga’s declaration and President Ghani’s decision to sign the decree ordering the release of the remaining prisoners.
2/6 With these bold steps, after 40 years of war, a historic opportunity for peace is now possible; one that benefits all Afghans and contributes to regional stability and global security.
3/6 In the next few days, we expect the completion of prisoner releases, then travel of the Islamic Republic team to Doha, & from there the immediate start of intra-Afghan negotiations.

1/4 The last 24 hours have been very violent in Afghanistan with many losing their lives.

In Herat, photos and eyewitness accounts suggest many civilians including children are among the victims of an Afghan airstrike. We condemn the attack and support an investigation.
2/4 Similarly, we deplore the recent Taliban attacks in which many Afghans have lost their lives.
3/4 The Afghan people want an immediate start of peace negotiations and a settlement that is in their best interest. More graves will not bring negotiations forward.

We have reached Day 135, a key milestone in implementation of the U.S.-Taliban Agreement. The U.S. has worked hard to carry out the 1st phase of its commitments under the Agreement, including to reduce forces & depart five bases. NATO troops have come down in proportional numbers
There has been major progress, albeit slow, on prisoner releases. The Taliban & the Islamic Republic negotiating teams have made progress on logistics for intra-Afghan talks. No American has lost his/her life in Afghanistan to Taliban violence. Regional relations have improved.
But more progress is needed on counter terrorism.
