Pres. Spox. Roque: Ang gusto ni Presidente, centralized na mabilis ang pagbigay ng tulong sa mga OFWs.

Pres. Spox. Roque: Sinabi rin niya na magbabayad ang pamahalaan para sa bakuna laban sa coronavirus. Gagawin itong government to government transaction.

Pres. Spox. Roque on aid distribution: Iniutos niya na mamahagi ng tulong na gawing simple ang proseso at iwasan ang delay. Inudyok niya ang mga lokal na pamahalaan na gawing 2 araw ang pagpo-proseso.

Pres. Spox. Roque: Inanunsyo din ng Pangulo ang rekomendasyon na manatili ang Metro Manila sa ilalim ng GCQ mula Nov. 1 hanggang 30.

Pres. Spox. Roque: Nasa rekomendasyon din na GCQ ang Batangas, Iloilo City, Bacolod CIty, Tacloban City, Iligan City, at Lanao del Sur. Ito po ay subject to appeals po [ng LGU]. Mayroon pa po hanggang Oct. 29 para mag-apila ang mga LGU

Pres. Spox. Roque: Hiling ng Pangulo ang isang tahimik na Undas

FDA Dir. Gen. Domingo: Ang isang bakuna na dine-develop ay dalawang proseso ang pwedeng pagdaanan sa FDA. Una ay maaari silang gumawa ng clinical trial dito at magpa-approve sa atin.

FDA Dir. Gen. Domingo: Kapag ang produkto ay ready na for registration, then maaari din nilang i-register iyon sa Pilipinas.

FDA Dir. Gen. Domingo: Sa ngayon ay may halos 200 na candidate vaccines, eight of them ay nasa clinical trial Phase 3

FDA Dir. Gen. Domingo: Kailangan na sigurado tayo na ang isang bakuna ay safe. Mas malaki ang kaniyang benefit kaysa sa risks sa isang tao, at effective siya.

FDA Dir. Gen. Domingo: Ang common natin na clinical trials ay FDA talaga ang nag-a-apply. Pero rito sa COVID-19, dahil bago, gagawa ang gobyerno ng sub-TWG under IATF na mamamahala sa vaccine development.

FDA Dir. Gen. Domingo: Kapag may clinical trial na nangyayari, bawal pong i-promote iyong produkto.

FDA Dir. Gen. Domingo: Kapag tapos na ang clinical trial pwede na pong magparehistro ang isang vaccine. Ibig sabihin hihingi na po sila ng marketing authorization.

FDA Dir. Gen. Domingo: Hindi po lahat ng vaccine ay mag-clinical trial dito sa Pilipinas in the same way na lahat ng tinitindang gamot dito ay nag-clinical trial sa atin.

FDA Dir. Gen. Domingo: Wala pong maaaring gamiting bakuna sa Pilipinas na hindi po registered sa FDA

FDA Dir. Gen. Domingo: Sa buong ASEAN, mga member countries ay isa lang ang kaniyang format - Common Technical Document/Requirements set by ASEAN. And of course, the local FDA ay mayroon din tayong standards.

FDA Dir. Gen. Domingo: Lahat ng mababakunahan kapag nagkaroon ng adverse events ay kailangang i-report iyan sa FDA

FDA Dir. Gen. Domingo: Hindi naman po lahat kailangang mag-clinical trial dito sa Pilipinas, but they have to prove that the vaccine will work in Filipinos and it's going to be safe and stable given the conditions in the country

Sahar Pharma Mr. Bhyria: The challenge that we have right now is unprecedented because we never had the need to be able to distribute a vaccine at this kind of scale

Sahar Pharma Mr. Bhyria: We have challenges that we need to overcome in terms of laying out the infrastructure for this kind of distribution

Sahar Pharma Rep. Bhyria: We are looking to help our industry partners to get onboard as well

Pres. Spox. Roque: I guess it's the President emphasizing that in the two years remaining in his term he will give utmost priority to the fight against corruption and of course, there is no prohibitions.

Pres. Spox. Roque: So it is allowed and whether we like it or not, even if there is the Office of the Ombudsman, the biggest public prosecutor is still under the DOJ

Pres. Spox. Roque: Ang gusto talaga niya ay ang maiwang legacy ay nalinis ang gobyerno sa natitirang panahon ng kanyang termino.

Pres. Spox. Roque on DPWH investigation report: Yesterday po was the deadline. He wants it as soon as possible. He wants it done yesterday which means he wants it done as soon as possible.

Pres. Spox. Roque: Wala pong dahilan para magduda sa integridad si Presidente kay Sec. Villar.

Pres. Spox. Roque: Unfortunately talaga, may kinalaman talaga ang abilidad ng tao para matukso ng korapsyon.

Pres. Spox. Roque: He is beyond doubt and is certainly above the corruption in DPWH. Ganyan po katindi ang tiwala ni Presidente, ang tiwala ko, ang tiwala ng ibang gabinete kay Sec. Villar.

Pres. Spox. Roque: Binigyan niya (PRRD) ng delegated authority si DBM Sec. Avisado para mag-approve na ng release. So hindi na 'yan dadaan sa Office of the Executive Secretary. Alinsunod dito ay mayroong 7 departments na mare-releasan ng pondo ngayon galing sa Bayanihan 2

Pres. Spox. Roque said the budget release approved today includes 100 million for DTI for shared service facilities, 5 billion for NDRRMF, 8 billion for DOLE CAMP, 6 billion for DSWD, 11.632 billion for DA, 20.575 billion for DOH, and 5.1 billion for DOLE AKAP

Pres. Spox. Roque: Using his own personal standards ay hindi satisfied sa paglinis ang Pangulo sa gobyerno. It's really a systems problem na kailangang tutukan.

Pres. Spox. Roque: 5% lang naman sila at kahit anong gawin ng Presidente ay hindi sila magiging satisfied. Hayaan na natin sila. They are entitled to their opinion

Sahar Pharma Rep. Bhyria: A freezer that can store 20,000 doses at -70 degrees that goes for around $10,000 to $15,000 and if we are trying to build a freezer farm for example then we are looking at 500 or so freezer

Sahar Pharma Rep. Bhyria: I believe that the most important part right now is that PH should procure the supplies of these equipment before they run short and then the price will jack up eventually

FDA Dir. Gen. Domingo: Ang bakuna po ay napaka-sensitive niyan. Each and every vaccine depende po kung ano ang pipiliin natin ay mayroong temperature na dapat i-set kung saan pwede siyang i-store.

FDA Dir. Gen. Domingo: 'Yung sa RITM mayroon po ang DOH diyan na vaccine facility but it's enough for our rooting vaccination and we usually vaccinate 10 to 20 million children kasi pambata po

Pres. Spox. Roque disagrees with OCTA's statement on testing suspension impact to gov't response: Hindi lang naman PNRC ang nagte-test. We have 115 licensed RT-PCR laboratories and 36 GeneXpert laboratories. So hindi tayo nakasalalay sa iisang testing facility ng PNRC.

Pres. Spox. Roque on spike of cases with easing of transportation restrictions: We disagree. Tingin ko ay epektibo ang ating communication na si Presidente na ang humihingi sa lahat na mag-mask, hugas, iwas.

Pres. Spox. Roque: Iyong mga dalubhasang na nag-rekomenda na bawasan ang social distancing ay puro doktor ito.

Pres. Spox. Roque: Wala kaming tinatakot, but we have 115 PCR test facilities and 35 GeneXpert machines. Kaya nga natin inimprove ang ating testing capacity nang hindi tayo nakasalalay sa iisang organisasyon lamang.

Pres. Spox. Roque: Kung talagang hindi natin mapipilit ang PRC na bumalik, maski ang offer ngayon ay 50% na babayaran ay wala tayong magagawa. Kailangan humanap ng mga alternatibo.

Pres. Spox. Roque on Department of OFW: Sa lalong mabilis na panahon ay gusto ng Presidenteng mabuo ang departamentong iyan. Sigurado naman ako na dahil ito ay ise-certify as urgent iyan nang mas mapabilis ang pagpasa bilang batas

Pres. Spox. Roque: Mas marami pong mga tauhang gobyerno na nakatutok sa korapsyon, mas mabuti.

Pres. Spox. Roque on the creation of mega task force: Number 1 ay ang gravity ng problema at ang karanasan natin sa Task Force PhilHealth na naging epektibo po kapag nagtutulungan ang mga sangay ng gobyerno

Pres. Spox. Roque: Lahat po 'yan ay nasa budget na ng ehekutibo

FDA Dir. Gen. Domingo reported COVID-19 vaccine in Makati: Nangako naman iyong administrator ng facility na hindi raw totoo, at naglabas na sila ng disclaimer.

FDA Dir. Gen. Domingo: Pero we are continuously monitoring at mukhang mapapadalas ang ating inspeksyon doon sa facility na iyon to make sure na hindi nagbebenta o gumagamit o nag-a-administer ng unregistered na bakuna.

FDA Dir. Gen. Domingo: Nakalagay po sa Bayanihan 2 na bago tayo magbakuna ay kailangan po mayroong preparation.

FDA Dir. Gen. Domingo: Nasa Bayanihan 2 po ang safeguards natin

Pres. Spox. Roque on DepEd's purchase of 250 units of expensive SUV: 2019 budget iyan. Ang kanilang need was assessed as early as 2016 at ngayon ay kailangang-kailangan ng DepEd iyan dahil kailangang i-deliver ang mga modules sa malalayong lugar.

Pres. Spox. Roque on coverage of directive to DOJ to probe corruption: Kasama po ang lahat ng public officers despite the separation of powers dahil wala namang separate na ahensya na nag-i-imbestiga ng korapsyon sa Kongreso mismo

FDA Dir. Gen. Domingo: From last meeting with the vaccine expert panel, they are still getting more information kasi when Gamaleya approached us nasa Phase 2 pa lang sila approaching Phase 3. I think they are committed to continue their Phase 3 trials here
