Translation: Bhagwan Balarama then heard that the Kurus were preparing for war with the Pandavas. Being neutral, He departed on the pretext of going to bathe in holy places.
Both Duryodhana and Yudhishthira were dear to Balarama, and so to avoid an awkward situation He departed.
Furthermore, after killing the Raskshah Viduratha, Bhagwaan Krishna put aside His weapons, but Balarama still had to kill Romaharshana and Balvala to finish relieving the earth of her burden of Rakshash.
Note: As per Mahabharat Tatparya Nirnaya of Madhavacharya('s commentary), it was because Balarama had come under the influence of kali and had deviated from bhagavata dharam.
The reason he deviated from dharma was because he disbelieved Krishna's words, who was God Himself.
