3/8 Al-Sunna is a formidable maritime threat which should not be misunderstood or underestimated. They have clearly demonstrated the ability to rapidly adapt and evolve in the sea and have high capability and the intent to use the sea for terror related purposes.
4/8 Tragically, many of those kidnapped by al-Sunna are young boys, easily indoctrinated with high security around them. With time, coercive loyalty becomes learnt behaviour and being part of the group becomes better than any alternative.
5/8 Piracy and armed robbery, targeted attacks on commercial vessels, movement into neighbouring islands and hostage-taking of foreign nationals. These are only some of the scenarios that we can expect if the crisis caused by Ansar al-Sunna in Mozambique is not addressed.
6/8 If Al-Sunna commercially connects with transnational criminal networks, they have access to better track vessels operating in the Mozambique channel. The consequence of this opportunism is piracy and armed robbery.
7/8 If Al-Sunna circumvents Palma, the north and increases hostility by sea in Southern Tanzania, kidnapping and hostage-taking of foreign nationals ensues.
8/8 Ansar al-Sunna is a Mozambican problem that needs a Mozambican solution. But the solution will require both regional and international support and wisdom to stop these terror-related attacks. #AnsaralSunna#multilateralism#ISSMaritime
