El lunes la Junta envió carta a la Gobernadora diciendo sobre el aumento a las enfermeras: "Accordingly, pursuant to PROMESA section 204(a)(3), the Oversight Board notifies you that your submission of Act 136 was not accompanied by the formal estimate required
by PROMESA section 204(a)(2)(A) or a certification compliant with PROMESA section 204(a)(2)(B) or (C). Further, pursuant to PROMESA section 204(a)(4), the Oversight Board directs the Governor to provide a complete formal estimate that explains the basis for its
determination and how it was derived, as well as a Certification explaining why Act 136 is or is not significantly inconsistent with 2020 Fiscal Plan. Finally, the Oversight Board directs the Governor pursuant to PROMESA section 204(c)(2) to refrain carrying out the
implementation of Act 136 until the Oversight Board certified that the reprogramming required by Act 136 will not be inconsistent with the Fiscal Plan and Budget. The Oversight Board reserves the right to request additional information following receipt of this documentation.” >

Sobre la propuesta de PC 2595, para crear becas para estudiantes de la UPR la Junta indica que cómo esta redactado no es consistente con el plan fiscal.
La Junta también prohibe la asignación de $100,000 del presupuesto de 2018 para la Alianza para Educación Alternativa.
En carta del 6 de noviembre de 2020, la Junta prohibe a la AAA el pago del bono de navidad como contrario al Plan Fiscal. Veremos si se paga.
El 6 de noviembre, la Junta informa a la UPR: "In light of the inability of UPR to adequately fund its retirement system without reform, the Oversight Board firmly believes that UPR finds itself in a position that requires it to make an urgent policy determination on
pension reform. The Oversight Board urges UPR to consider implementing, as soon as possible, policy Option 2 described in the UPR Fiscal Plan, as the most feasible and sustainable alternative.
This option provides for the freeze of the current defined benefit plan, the establishment a defined contribution plan, and a reduction of accrued benefits. This option will reduce the cost to UPR of funding the pension plan,
while assuring that the plan does not become insolvent. . . Executing Option 2 described in the UPR Fiscal Plan will reduce pension contributions to a level that allows UPR to achieve primary balance by FY2024.” Ya saben lo que la UPR va a hacer

the Oversight Board suggests the Government should now focus on those who
need help the most, including the homeless, low-income households, those lacking access to sufficient
food, adults and children with disabilities as well as those who lack access
