ANSWER: "US allies around the world have expressed genuine relief at the news of Joe Biden's electoral victory over President Donald Trump. In Europe in particular NATO allies and other close security partners had grown deeply troubled by Trump's disdain for the substance and
the formal rituals of alliance relations. He had treated NATO and South Korea as business transactions, and spent years trying to negotiate more favorable financial terms, rather than engage those countries on shared threat perceptions and joint decisions about strategy.
Trump preferred solving problems at the level of sovereign nation states, with each out for himself, rather than working cooperatively in alliances based on shared values. Allies look forward to Biden's clear intention to revitalize alliances,
and to favor democracies over authoritarians. But those allies that follow American politics closely are not naive; they know the daunting domestic challenges facing Biden, and realize that his appointments and initiatives may be adversely affected if Republicans end up with
a majority of seats in the Senate. In the immediate aftermath of the election, senior Republicans show little sign of breaking free from Trump's world or working to restore a more bipartisan approach to national security."
