The Puerto Rico Elections Commission President says the FBI asked him if the 182 boxes of uncounted ballots involved fraud. The president said he told them no. He believes incompetence is to blame. As of now, the boxes have been opened. There may be as many as 3,000 ballots.

The President of the commission says all of the ballots are early votes. He says none of them involve votes cast on Election Day.
The boxes were found in a secure vault, according the President. The 5 political parties involved in this years election all have keys to one of 5 different locks on the vault, according to the President.
The U.S. Attorneys office in San Juan had no comment when I asked them, today, if they’re investigating the 182 boxes of uncounted ballots. They were fielding calls on Election Day from people complaining of election fraud. They didn’t say how many calls were received.

NOW: I just spoke with the President of the Puerto Rico elections commission. He says there are now 184 briefcases of uncounted ballots that have been found in a vault. 8 more were just found bringing the total to 184. He blames incompetent handlers. Interview with him to come
This does not affect the U.S. Presidential election. People registered to vote in Puerto Rico can not vote for President in a general election. This involves local elections.
Statement from the spokesperson for @manuelnatal, the Movimiento Victoria Ciudadana candidate for mayor of San Juan. He “is requesting for every vote to be counted while the PNP candidate has already named a transitional comitee although the election is still in contest.”
UPDATE: the Puerto Rico Elections Commission President says photos tweeted by Charlie Delgado's campaign show boxes filled w/ 6,000 ballots & materials like pencils, & batteries. The boxes were at the election commissions operations center, not "hidden" the President said.
The President said the ballots will be counted.
Moreover, the elections commission President says a top official within the Delgado campaign knew the boxes were set aside to be sifted through. The commission doesn't understand why the campaign is making something out of this.
The tweet above from Delgado states that he intends to make an announcement about the boxes tomorrow.
