The phrase "All levels of government" suggests that Trump may have authorized the NSA to cooperate with law enforcement in a counterintelligence operation to stop election fraud.
If so, real-time data from the 2018 and 2020 elections may already be in the right hands.

Another way to obtain "real-time" evidence of election fraud would be from inside whistleblowers who captured the data before the audit trail was erased.
That appears to be how Russ Ramsland obtained his vote-hacking evidence from the 2018 Dallas County elections.

Ramsland states that, on November 14, 2018, certain "activists" brought him a 1,137-page log from the Dallas County central tabulation system.
The log showed massive falsification of the vote.
It also showed how the falsification was done.

The votes were cast in Dallas County, through ES&S machines, then reported to a company called Clarity Elections in Tampa, Florida.
Clarity is an Election Night Reporting service (ENR).
It reports election results to the media.
28 states use Clarity Elections.

Clarity is owned by Scytl, a Spanish company located in Barcelona.
Before reporting the results to U.S. media, Clarity sends the data to its parent company Scytl, which parks it on a server in Frankfurt, Germany.
That's where the vote-rigging happens, says Ramsland.

When the votes arrive at "Scytl staging," they are exposed to a virus called QSnatch.
QSnatch is a known virus that's supposedly been in the wild since 2014, but authorities have been helpless to stop it.
QSnatch breaks into secure accounts, creating a "back door" for hackers.
Ramsland discovered that U.S. voting data is being infected with QSnatch while parked overseas at "Scytl staging."
The virus steals log-in credentials, then infects the county voting systems.

The blue highlight in the image below shows QSnatch in the Dallas voting system.
Ramsland found clear evidence that votes had been altered.
On seeing his evidence, one DOJ prosecutor exclaimed, "This isn't evidence. This is proof."

Yet nothing was done.
DHS "would not take a briefing," says Ramsland.
"We've been to the FBI twice. The FBI has no interest in looking at this." [54:00 - 54:25 min.]

However, SOMEONE may have been listening.
The Spanish website AlertaNacional.es reports that US Army operators raided a Spanish company in Frankfurt on November 9, seizing computers containing evidence of U.S. voter fraud.
The server was located by its IP address, according to Alerta Nacional.
Ramsland found it the same way.
He ran the scytl.com IP address through online tools such as nslookup, GeoIP, Whois and IPinfo.
See results below.

As the chart shows below, electronic voter fraud does not depend on any particular brand of voting machine.
The rigging is done at a higher level, by the ENRs.
Ramsland believes that the abuses he found in Dallas are duplicated nationwide.

Remember, 28 states report to Clarity Elections/Scytl.
At Scytl, the QSnatch virus can capture the credentials of "everyone who is reporting into it," change the vote tallies, then "backload" the altered votes into Central Counting in the States. [22:07 - 22:30 AM]

There is no reason to assume that Clarity is the only ENR that is mishandling our votes.
The other ENRs — GCR, VR Systems and Arikkan — are likely doing the same thing, Ramsland suggests.

Here, Ramsland shows video of the exact moment during Kentucky's 2019 gubernatorial election when 560 votes were switched from the Republican to the Democrat candidate.
See live election video at 33:24 - 39:26 min.

When the video begins, Democrat Andy Beshear has a slim lead of 673,948 votes to Republican Matt Bevin's 662,235.
Two seconds later, Beshear has 674,508, and Bevin 661,675.
560 votes were instantly switched from Bevin to Beshear.

The change appears first on the live feed (at the top) coming from Clarity Elections, through the AP Decision desk, which is then fed to CNN.
The CNN tickertape (at the bottom) still shows the old numbers, proving that the change came from Clarity Elections.

A clearer version of the same live video can be seen on a different Ramsland interview, on Kevin Freeman's Economic War Room.
The live election video appears at 31:12 - 31:15 min.

Similar vote switches have been reported in the 2020 election.
For instance, Dr. Shiva Ayyadurai (@va_shiva) claims that "a computer algorithm was likely used to transfer 69,000 votes" from Trump to Biden in Michigan.
On pages 22-23, authors James and Kenneth Collier explain that the News Election Service (NES) was a monopolistic joint venture between all major TV networks and wire services of the day.
As described on pp22-23 of VOTESCAM, the authors learned about the media-owned News Election Service from a 1980 study, which can be found here, in an online version published in 2007.
What this all means is that U.S. news networks and wire services — under the umbrella of the News Election Service (NES) — were allowed to take effective control of compiling and announcing "election night vote totals" in 1964.
But they went farther than that.
35 of 37.
While the stated purpose of NES was to provide quick election results to Americans, the authors of VOTESCAM contend that its actual purpose was to RIG elections, by calling races prematurely, and intervening electronically, when necessary.
Ramsland's findings suggest that ENRs such as Clarity, GCR, VR Systems and Arikkan have taken over NES's former role of coordinating election-night vote-rigging.
Whoever set up this system in 1964 has accrued enormous power.
As for any shills who dare tarnish this day by repeating the #SuckersandLosers smear against our President @realDonaldTrump, please note that McClellan used that same lie against Lincoln in 1864. It didn't work then, and it's not working now.
In 2009, Dominion granted Smartmatic "rights to certain patents and patent applications," as well as "all know-how, trade secrets, methodologies and other technical information owned or possessed by Dominion"...
Remember, Nancy Pelosi announced on TV that she was having "ongoing" discussions with "the military" about possibly taking over the presidency should Trump and Pence become simultaneously incapacitated.
