Trascher is referring to an Amazon server leased by Scytl Secure Electronic Voting, S.A., a Spanish company with known ties to the CIA.
U.S. votes have been observed taking a detour to this server, then returning to the States in altered form.
"[Scytl] was bought by a conglomerate of several venture capital funds that always invest alongside or in place of In-Q-Tel, which is the CIA's venture capital fund," says Russ Ramsland of Allied Security Operations Group.
The rumor of a U.S. military raid started on Nov. 8, 3:01 AM, when Andreas Schubert @AndreasSchub retweeted a screenshot in German stating that the US Army had siezed a Scytl server in Frankfurt "tonight" - presumably Nov. 7 or early Nov. 8.
