Senate Bill 311: This bill, if ever enacted, would severely limit the ability of @OHDeptofHealth to issue orders needed to prevent the spread of infectious disease - not just this disease, ones in the future as well.
An example: If a person comes to Ohio from a country w/ an Ebola outbreak, future leaders couldn’t ask them to quarantine until it’s certain they were not directly exposed to a carrier of the disease. They would be free to be in any public place - possibly spreading the disease.
Another example: Ohio would not be able to impose its own quarantine on those coming into Ohio from a hotspot, and therefore we would be unable to protect our citizens.

While Franklin is the only county moving to purple this week, we see similar stories in much of the state: Our healthcare system is feeling the impact of this disease and hospitals are worried about being able to keep up w/ staffing of nurses and doctors and other support staff. Image
Other counties may not yet be seeing continuous, uninterrupted increases in the same way that is causing Franklin to move to purple, but make no mistake—almost all counties are seeing more cases and more healthcare use that could threaten the medical system if they continue.
We also have 3 other counties that are meeting as many indicators as Franklin. Since this is their first week meeting those indicators, they move to watch list status:

Lake, Lorain, Montgomery

If trends continue, they could join Franklin as purple next week.

Dr. Brian Kaminski of @ProMedicaHealth: We don't know all the long-term impacts of #COVID19, but what we're seeing is people who contracted the virus in the spring and are still having symptoms today.
Dr. Brian Kaminski: COVID cases are trending upward at an alarming rate in our area. Our rate of hospitalized patients has tripled, and we expect that number to grow. I want to be clear that there is no doubt that our hospital systems will be overwhelmed as the numbers go up.
Dr. Brian Kaminski: We fear we are at the beginning of some of our darkest days yet. We don't know how bad things will get, but we know how bad it gets is generally up to the public and the steps we take to prevent the virus.

Speaking with the media this morning in Huntington: This is a very difficult time, but we will knock this virus down, and a vaccine is on its way. We are committed to getting the vaccine out just as fast as we can.
Dr. Michael Canady of @HolzerHealth: I feel that there has been a lax in mask-wearing and social distancing in our area. I encourage you to wear a mask everywhere. The mask I wear is not for me, it's to protect others.
Dr. Canady: I think there is COVID-fatigue, so to speak, in southeast Ohio. I think we did a really good job in the spring, but then we got a little lax. It's not a virus that stays in the big cities, it will go anywhere.

It is essential that we also remember the existing orders that are already in place to slow the spread of the virus. In April, we issued an order to limit gatherings of more than 10 people. That limit is still in effect and applies to public events and private gatherings.
Despite this order, we have seen rampant spread of the virus as a result of banquets, wedding receptions, and social gatherings following funerals. We have seen great tragedy associated with such events. It’s not the ceremonies causing the problem. It’s the party afterward.
To address this, we will be issuing a new order soon to place significant new restrictions on these social activities.

Throughout the pandemic, most people and most businesses in Ohio have done things right, by wearing masks and ensuring that safety guidelines are followed. We are grateful for that. It is those actions that kept the virus from spreading uncontrollably in the spring and summer.
Most retail businesses have done a good job providing a safe place for their employees to work and for their customers to shop. However, it is clear there are some businesses where mask-wearing is lacking.
We know that masks work. It is the easiest, most cost-effective way to limit the spread of COVID-19. Every retail employee has the right to work in an environment that is as safe as can be, which means all customers must wear masks.
