Meeting called to order.
The city council is now doing the pledge of allegiance Zoom karaoke style.
Following the innovocation, there will be 30 minutes for public comment. Usually 10 speakers, 3 minutes each.
Speaker #1, Lisa, asks the city council to reconsider this budget and vote no. Urges the city to spend more on mental health services.
Speaker #2 Urges city council to vote no. "I find the moral responsibility to be against this budget." They say this budget feeds the addiction to fines and fees Candidate Lightfoot campaigned on ending.
"The mentally ill are 16 times more likely to be killed by police." Speaker urges full funding of #TreatmentNotTrauma and that the city is standing with the council members who vote no on the budget.
Speaker #3: Urges a no on the budget, that this budget is “regressive, betrays public trust, and we can do better”
Speaker 3 pleads: "please be brave. Honor the bravery of those who have spoken out."
Speaker #4 advocates for the GAPA ordinance🥱
Speaker #5, Tyler, urges city council to vote no because this budget does not #DefundCPD and fund communities.
Tyler lambasts the Chicago Federation of Labor for advocating a YES on the budget. "Labor is dying and this is why."
Speaker #6 is CDSA's own Bridget G! “People are losing their jobs, their health insurance,and being evicted from their homes, and the budget does nothing to address any of those things.”
Speaker #7 says they were stopped twice a week on average by CPD living on the West Side, but it never stopped now that they live on the Near North Side.
Speaker #8 is a 13 y.o. activist advocating for Black and brown communities "even though that is your job." "You are putting profits and property over people once again."
"You all are playing with people's lives. I urge you to vote no."
Speaker #9 is another GAPA advocate...
Speaker #10 is a 32nd ward resident delivering a "warning" to council to vote no on the budget. Speaker is a member of the 32nd Ward United IPO.
"The epidemic of racism in this city has been going on a lot longer [than COVID-19] and will not be solved with a vaccine."
"Was it annoying to have to keep raising the city's bridges this summer?" Says passing this budget will not ease the unrest in the city.
Speaker #11 uplifts again the fact that 87% of respondents to the city's own budget survey said to reallocate funding away from the CPD.

Straight to committee reports. First is Finance, chaired by Ald. Waguespack.
First vote of the day is the omnibus vote on items 1-5 of the Finance committee report.
Ald. Waugespack moves to defer and publish budget related ordinances from Finance til tomorrow's council meeting.
Now onto Budget committee reports.
Budget Chair Ald Dowell with Ald Waugespack defers and publishes 2021 Budget related ordinances.
Now onto the committee report from License and Consumer Protection, chaired by Ald Mitts
The council is now considering an ordinance to limit fees that third party delivery apps like GrubHub charge. Ald Reilly speaks in favor.
If you were hoping for a spicy debate on the budget this afternoon, that has been deferred to tomorrow morning unfortunately.
Ald La Spata and Sigcho-Lopez both rise in support of the ordinance to limit 3rd party delivery fees.
Ordinance passes.
Onto new business. The clerk (or clerk's aid) reads all introductions and what committee they're being referred to.
No unfinished or miscellaneous business. No corrections to the record. Ordinance for the council to meet again tomorrow at 10AM. We're wrapping up.

Today, 700 Black and brown nursing home workers from 11 Infinity nursing home facilities, where 160 workers and residents have died from COVID, are going on strike. The workers are demanding hazard pay, adequate staffing, PPE, and a living wage so that workers are not forced to Image
work multiple jobs and risk spreading the virus. Though Infinity Nursing Homes received almost $13 Million in COVID funding, management has refused to prioritize patient care and workers before profits. These workers are standing up for themselves and saying enough is enough!

The only Alderman Lightfoot could find to stand with her is Harry Osterman, the Real Estate and Housing Chair. He's bought and paid for, so he let the banks and landlords write their own pledge, instead of standing up for working people and legislating. Alderman Harry Osterman. Cashed 47 real estate checks in last 2 years, including from Chicagoland Apartment Association standing right next to him.
One of Lightfoot's pledge takers, The Chicagoland Apartment Association, is evicting dozens and paying off politicians. Chicagoland Apartment Association. Board members filed 31 evictions during pandemic. $1.8 million annually to lobby politicians.
