Our findings show how host country policies create the conditions that help to entrench coal power generation in the energy mix
The paper captures findings from our interviews in Bangladesh, India, Indonesia and Vietnam
Host country policies favor coal for various reasons. Enforcement with existing enviro policies is a major challenge. And, renewables face major perceived or actual barriers.
The 'availability bias' towards coal in decisionmaking is major; not the primary focus of the paper, but we touch on it
to 'green' the BRI, important to understand host country policies as well
one of my favorite quotes is "if we ask for solar, they'll [Chinese actors] sell us solar; if we ask for coal, they'll sell us coal"
of course, the *supply* of Chinese finance is also important, but this paper opens the lid on the demand drivers
