Why would the Republican Pennsylvania Legislature sign a bill with the Democrat Leftist Governor on October 31, 2019, that gave the state mail in ballots and funding for new voting machines, which was not allowed by the Pennsylvania Constitution?

30 Pennsylvania Senators voted for it, including the Pro Tempore Joe Scarnari, who suddenly announced his retirement this year, as well as retired Army Colonel Mastriano. In fact, I believe every Senator who voted against it was a Democrat.

Memory sticks and a laptop connected to those voting machines funded by the Republican Legislator and Governor Wolf on October 31, 2019, were "stolen" from a Philadelphia warehouse in September of 2020.
In order to replace machines in time for 2020 election-as stipulated in Gov Wolf’s machine replacement directive- they needed to select a vendor quickly to test & troubleshoot.

New equipment will debut in November-despite concerns about SECURITY!

Philadelphia's contract for voting machines was with ES & S AND a company called KNOWiNK.

Very little is known about KNOWiNK, other that it's from St Louis & has a subsidiary called Election Administrators, LLC, who just happened to get a patent 02/10/15 for a personal ID scanning tool & Method of Using Same. Inventor's name was Martin White.

The same man is a CEO of a hair salon in St. Louis, and was also the President of a tech company from the UK.
