It sounds like they were illegally importing then dumping cheap tires into the United States.
To avoid anti-dumping duties, they worked with Winland to import OTR and LVT tires and to avoid anti-dumping duties.
They also falsified invoices & entry records, then submitted those false records to US Customs.
