8 people, including citizens of China & the US, were indicted in an international fraud scheme involving tires from China.

A civil complaint also charged 14 people & 1 company, Winland International Inc (dba Super Tire) with trade fraud.

Criminally indicted were:

Kun “Bruce” Liu - TX
Qinghua “Shirley” Song - CA
Yue “Joanna” Peng - China
Li “Cathy” Chen - China
Xin “Devin” Zhang - China
Shaohui “Jasper” Jia - China
Deng “David” Yongqiang - China

The civil complaints name all of the above PLUS:

Winland International (Super Tire)
Xiaozhen “Jenny” Zhang
Di “Terry” Wang
Liang “Leon” Yu
Lin “Leo” Zhang
Jinbing “David” Wang
Minglian “Bill” Li

It sounds like they were illegally importing then dumping cheap tires into the United States.

To avoid anti-dumping duties, they worked with Winland to import OTR and LVT tires and to avoid anti-dumping duties.

They also falsified invoices & entry records, then submitted those false records to US Customs.

LOLOLOL, Winland sued US Customs in 2017 in the in the US Court of International Trade because CBP wouldn't let a shipment of bus & truck tires into the US due to a wrong DOT manufacturer code (which they probably falsified).
