2020 brought unprecedented hardship – and unprecedented need – to Washingtonians. Now is not the time for cuts.
My ’21-‘23 budget proposal supports workers, businesses and families. It takes on racial/economic inequality. And it helps rebuild the nation's best economy. #waleg
Families need support right now. My budget:
✅ Increases unemployment benefits
✅ Provides rent/foreclosure assistance
✅ Increases food assistance
✅ Invests in education and child care
My budget will help rebuild our economy and support small businesses through:
✅ Unemployment insurance rate relief
✅ Another $100 million in small biz grants
✅ Job-creating infrastructure investments
✅ Growing our clean energy economy
We will act on climate this session. I’m proposing:
✅ A clean fuel standard
✅ A cap on greenhouse gas emissions
✅ Investments in clean transportation, energy, infrastructure and buildings
And every action we take will grow jobs and center environmental justice.
My budget invests in our public health system. I propose:
✅ $397 million for PPE, testing supplies and resources for the vaccine
✅ New revenue for long-term needs
✅ Regionalizing public health districts
✅ Funding 2 new wards at Western State Hospital
My budget funds transportation projects that will:
✅ Create jobs
✅ Protect critical fish habitat
✅ Reduce GHG pollution from transportation
✅ Maintain critical infrastructure
My budget builds a more equitable WA. It:
✅ Funds the state Equity Office
✅ Supports immigrant workers
✅ Invests directly in BIPOC communities
✅ Creates an office of Independent Investigations
✅ Makes Juneteenth a legal holiday
✅ Improves equity in insurance rate setting
We need to fix our upside down tax code. We should join 41 other states & tax capital gains. It will generate progressive revenue & help avoid devastating cuts during a pandemic.
Fewer than 2% of Washingtonians will be impacted by this tax – and the entire state will benefit.
Washingtonians are facing unprecedented challenges. This budget provides immediate relief, invests in our recovery and it builds resilience in our state.
This year, Washington experienced harsh extremes, from record flooding in Walla Walla, to one of the most intense and dangerous fire seasons in the history of our state.
And we know this is only a preview of what will come if we don’t act.
1⃣ I am supporting legislation to make Juneteenth a legal holiday.
Clearly we have not done enough to recognize the history of slavery and acknowledge the institutional racism that has impacted people of color for generations.
This is one small but important step to fix that.
2⃣ I am proposing $2.5 million to fully fund the state Equity Office created last year.
The office will develop and implement an equity plan for the state, transparently track our progress and assist agencies in developing their own plans.
We are seeing some signs the current restrictions are working. But our hospitals are still on the brink. Therefore, I am extending existing restrictions for three weeks – ending January 4th.
It is a dangerous time in Washington. We need to buckle down through the holidays.
This is an incredibly hard decision to make. We know some of our businesses are hanging by a thread.
In light of that, we’re making an additional $50 million in business grants available for businesses impacted by these decisions.
The hospitalization projections are scary. We’re already at 80% ICU capacity in Washington.
Unless this turns around, our system will be overrun. That impacts everyone needing hospital care, not just COVID patients.
Like so many of you, our family cherishes our Thanksgiving traditions. But this year, our family will celebrate the holidays virtually.
The good news is we only have to do this once. But it is just too dangerous to gather right now.
More than 240,000 chairs will be empty in homes across the U.S. because of the lives taken by COVID-19.
