OKC had a lot of technical expertise this doesn't appear to have.
Buildings didn't suffer the same kind of damage because the charge wasn't directed. Appears to have been left to follow the path of least resistance.

This is normally indicative of little or no advanced training or shows intent to impact people rather than structures, assuming it was terrorism.
Given the vehicle used, size, location of detonation, if be surprised if there weren't already suspects or at least really solid leads.
Cameras along the delivery route would pick up an RV... It's the size of an RV. The feds will trace back it's route to origin.

Size alone doesn't indicate expertise. Anybody with a few hundred bucks and a library card or WiFi can make it go boom.
