I don’t think I’ve ever heard of something like this before other than Irish republicans in the UK, and their warnings were always phoned in to newsrooms etc 
Think this pretty conclusively rules out your Islamism also. If I’m a counterterrorism guy the worry has to be that this is the domestic far right doing a (relatively) dry run for something bigger
On the rare occasions where the left bombs stuff they usually make similar efforts to avoid casualties but historically those have tended to be of the type ‘bomb somewhere when you know it’s going to be empty’, like businesses in the middle of the night and so on
Anyway if this doesn’t turn out to be something insanely idiosyncratic and local my gut feeling is that someone has absorbed a lot of rhetoric about the election being stolen etc and is practicing close to home
But that in itself is not common and is counterintuitive, because usually guys like this just blow up rocks and tree stumps rather than giving the authorities the extra warning. It is a weird one
