.@ColumbusPolice have released an enormous wave of new public records tied to the shooting of #andrehill. Going through them now.
Two quick things from the body cam worn by Ofc. Detweiler: it appears Hill's phone was in the middle of a text conversation (doesn't appear to be recording) and a woman in a nearby house yells "he was coming to bring me christmas money."
Other bits from Ofc. Aaron Ward's camera--a diff officer says he's telling everyone around the scene to turn off their cameras. Ward tells him not to.
Later, another says he'll "call the FOP and let them know" presumably about the officer involved shooting.
Kind of in line with the turn cams off point--from Ofc. Detweiler's camera: they cuff him before rendering aid. One officer can be heard saying "let's cuff him up, he's still moving." As they go to put on cuffs though, one says everybody make sure your cameras are on.
Ofc. Detweiler can be heard over her camera asking (presumably to herself) "where is the medic? for the love of..." before trailing off.
Another view from cuffing Hill... He's completely unresponsive as they roll him back to his back. One officer steps over and leaves. Two others begin searching through the garage.
From Ofc. Banford's camera: after Hill is cuffed, Banford just stands next to him for minutes. Other officer eventually asks if they've done anything for [Hill]. Banford says they've called medics. Other asks if Banford has gloves, and tells him to start pumping Hill's chest.
From inside the house, residents (one man one woman) can be heard saying Hill visited to drop off Christmas money, and once police arrived the woman asked Hill to come inside because she wasn't ready yet.
Based on the exchange its comes off as though once police arrived, she and Hill became concerned, and she asked him to come inside to avoid police interaction.
Ok y'all, I have to step away to cover a press conference with @AttorneyCrump who's representing Hill's family. But I'll leave you with an excerpt from a letter faith leaders have delivered to city leaders...
.@AttorneyCrump is here with #AndreHill’s family.
They’re sharing photos of Hill being handcuffed instead of receiving first aid.
Crump also brings up an officer mentioning he’d call the FOP.
.@AttorneyCrump is repeatedly asking “where is the humanity?” of the officer who combed the scene instead of offering first aid.
.@AttorneyCrump brings up three points from Ofc. Detweiler’s statements to investigators:
1) she didn’t see a gun 2) she didn’t feel threatened 3) Ofc. Coy didn’t make any verbal orders before firing at Hill.
Now they’re sharing a letter sent by now-chief Tom Quinlan raising the prospect of firing Coy in 2008.
It appears that letter stems from an incident in which Coy bashed a person’s head into a car during a traffic stop.
Hill’s sister Shawna Barnett asks how would you feel if the shoe was on the other foot, and a loved one was cuffed instead of receiving first aid.
Says 2020 has been terrible but this takes the cake.
Hill’s other sister Michelle Harrison says her brother was treated like an animal. Can’t understand why none of the officers on the scene offered assistance.
Karissa Hill, #AndreHill’s daughter says she believes if a Black person had killed a white person they’d be in jail.
Says she doesn’t feel safe in Columbus.
Through tears, she questions why “22 officers were on the scene” and no one helped her father, why the first thing they did was cuff him.
.@AttorneyCrump says Karissa wants to push for an “Andre’s Law” that would terminate any officer who doesn’t turn on their body camera.

Based on @MayorGinther’s comments it’s looking like BakerHostetler’s investigation into citizen complaints after Columbus protests were largely “not sustained.”
Basically, they could neither prove nor disprove the allegations of excessive use of force.
The mayor notes there were problems in identifying officers, getting participation from officers in the investigation, and incomplete documentation in after action reports.
