"...transmit sealed to the seat of the government of the United States, directed to the President of the Senate;--The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted..."

The votes are counted only after the VP has opened the sealed envelopes. BUT IT NEVER SAYS WHEN THAT HAPPENS, except to say what happens if the House vote that follows a non-majority election is not completed by inauguration day....

The courts have ruled that Amendment 12 cannot be effectively amended by Congress.

The date "6 Jan" is set, by law, by Congress; VPs have by tradition followed that.

But the authority is left with the President of the Senate, which is the VP.

We had a similar opportunity to kidnap Osama bin Laden and his staff in Sudan, a Sudanese colonel offered to betray bin Laden to us on a remote Saharan highway

The project was hated by CIA/NSA, because we kept proving them wrong.

Taliban was spoofing NSA by playing high quality audio of comms pre-recorded in Sudan, over unsecure radios in Afghanistan. The NSA ate it up.
