Yes, it’s Saturday morning. Yes, it’s Day 5 of #kyga21 in Frankfort.
The Senate is about to gavel in and the House will at 10am. They could give final passage to as many as 8 bills and send them straight to Gov. Beshear's desk, many of which restrict his powers. Background: courier-journal.com/story/news/pol…#kyga21
Thayer suggests that at least one bill is going to be sent to Beshear's desk this afternoon. He also just recommitted HB 1 back to committee. I'm not sure if that committee is going to meet today, but it's not scheduled. #kyga21
Senate is now voting to approve House Bill 2, which gives the attorney general new power to regulate and enforce law against abortion clinics. If passed (it will), this would be the first bill sent to Beshear's desk. #kyga21
Sen. Berg says it is a great disservice to Kentucky taxpayers that this is the first bill the legislature is passing when there is a deadly pandemic killing 4k Americans a day.
HB 2 giving AG Cameron power to regulate abortion clinics is passed 30-5, the first bill sent to Gov. Beshear for his consideration of the #kyga21 session.
Senate now moving on to pass HB 5, which takes away Gov. Beshear's power to reorganize state boards and commissions. If passed (it will), it also goes straight to Beshear's desk. #kyga21
HB 5 passes 29-7, heads to Beshear's desk. #kyga21
Quick correction from earlier: It's possible that the #kyga21 could pass through at most SIX bills today and send to Gov. Beshear's desk. They've already sent two.
One of the 10 GOP priority bills that appears to have been slowed down (for now) is HB 3 to bypass the Franklin Circuit. Chief Justice Minton eviscerated the "Rube Golberg bill" bill yesterday in committee: courier-journal.com/story/news/pol…#kyga21
The House is now in session. Senate still in recess.
I've been given an 8-minute notice that the Senate State & Local Governmetn committee is meeting to take up HB 1 again.
House is now in recess.
HB 1 now up in Senate committee. Announcing a committee sub for it.
HB 1 passes committee on party line vote. Sen. McGarvey decries that no discussion was allowed on a bill in committee that was not scheduled and publicly notified in advance on a committee sub that was just handed to them 5 minutes earlier. #kyga21
Senate has gaveled in and is about to take up HB 1, then recess until 2pm. Says that House will pass SB 1 and 2 with amendments and then send them back to the House today to concur. #kyga21
HB 1 debate ongoing. Republicans say their huge victories in November show Kentuckians want this bill. McGarvey says Republican candidates were hitting Democrats by using national Democrats and the unrest in Louisville, not Beshear's COVID-19 orders
And the House is now taking up SB 1, while the Senate debates HB 1. #kyga21
GOP priority bills on abortion and state boards curbing governor's powers receive final passage, head to Beshear's desk: courier-journal.com/story/news/pol…
The HB 1 debate keeps on going in the Senate, with Sen. Danny Carroll saying Beshear "let his ego get in the way of leading our state" on COVID-19 response.
HB 1 finally up for a vote in the Senate after nearly two hours of debate
HB 1 passes Senate 28-7. It was a party-line vote except for GOP Sen. Buford voting against it. #kyga21
House is now debating the amended SB 1.
Rep. Graham bringing up that the amended SB 1 no longer allows the governor and secretary of state to change the manner of an election under an emergency.
House now voting to approve SB 1 75-21.
SB 1 was amended in the House so it will have to go back to Senate for concurrence. House now takes up SB 2.
Every Republican present voted for SB 1 and every Democrat present voted against it except @repwestrom of Lexington.
House passes SB 1 by a 74-21 vote.
House now taking up concurrence of HB 1 that was amended and passed earlier by the Senate.
If they are going to pass all of these bills today, it's likely going to last well into the night. But... UK plays at 5pm.
House approves the amended HB 1 by a 74-21 vote. It can now head to Beshear.
House now taking up Senate Bill 9, the "born alive" bill
House votes to approve the "born alive" bill 76-18.
SB 9 wasn't amended by the House, so it will be the second abortion-related bill sent to Gov. Beshear's desk today. #kyga21
House now taking up HB 10, which adds liability protection for businesses. It passed out of committee unanimously. If passed it goes to Senate for first time.
I haven't eaten today and not sure when I'm going home, please send a pizza to the media room in the Capitol, thanks
House Bill 10 passes 75-21. Democrats noted that various chambers of commerce said they need more time to review changes to the bill. #kyga21
Senate now voting to concur with SB 1 amended by the House.
SB 1 concurrence passed 26-5. Now on to SB 2.
Senate now votes 29-4 to approve SB 2. SB 1 and SB 2 now go to Gov. Beshear, bringing the final total of bills sent to Beshear's desk today to 6. #kyga21
That should pretty much do it for Day 5 of the #kyga21.
Day 6 kicks off budget and revenue bills in House A&R committee. They will be passing continuing budgets until they can get to conference committee. #kyga21
Committee passes through the transportation, legislative, judicial and executive branch continuing budgets quickly.
The only one that didn't pass was HB 191, which is Beshear's suggested COVID-19 relief bill w/ $220 million for small businesses & $20m for nonprofits. Chairman Petrie says there needs to be more caution with that until it's known what such funds can/can't be used for. #kyga21
Day 4 of the #kyga21 session begins with a joint Appropriations and Revenue committee meeting with Gov. Beshear's budget director John Hicks.
This would normally be the last day before the break until the first Tuesday of February, but GOP leaders extended it to Saturday & M-W.
GOP leaders last night expressed concern that Beshear's budget wasn't conservative enough on assumed revenue and spending (link here), but Hicks says they're going with a conservative estimate of the Consensus Forecasting Group. #kyga21courier-journal.com/story/news/pol…
Looks like the justice will get a chance to weigh in on HB 3 today.
This afternoon on Day 3 of the #kyga21 session, the House and Senate are expected to pass through most if not all of their Top 5 priority bills in each chamber. A few detailed in here: courier-journal.com/story/news/pol…
House Bill 1 up now in the House, which will let businesses and schools and other orgs stay open despite Gov. Beshear's emergency orders so long as they meet CDC guidelines. #kyga21
Day 2 of the #kyga21 session is underway. ICYMI from yesterday, the GOP is moving fast on priority bills targeting abortion and Gov. Beshear's emergency powers to make COVID-19 restrictions: courier-journal.com/story/news/pol…
Right now the Senate Ag committee is hearing SB 3 to move the Kentucky Agriculture Development Fund from the governor’s office to the Kentucky Department of Agriculture. #kyga21
Also in a House committee right now is HB 4, a proposed constitutional amendment to extend the days in which the General Assembly can meet during the regular session. #kyga21
JUST IN: Kentucky Supreme Court rules unanimously in favor of Gov. Andy Beshear on his COVID-19 emergency regulations. They stay in place.
"The Governor’s orders were, and continue to be, necessary to slow the
spread of COVID-19 and protect the health and safety of all Kentucky citizens..."
"This type of highly contagious etiological hazard is precisely the type of emergency that requires a statewide response and properly serves as a basis for the Governor’s actions under KRS Chapter 39A..."
