Committee passes through the transportation, legislative, judicial and executive branch continuing budgets quickly.
The only one that didn't pass was HB 191, which is Beshear's suggested COVID-19 relief bill w/ $220 million for small businesses & $20m for nonprofits. Chairman Petrie says there needs to be more caution with that until it's known what such funds can/can't be used for. #kyga21
If passed by the House and Senate the budget bills can go straight to conference and legislators can meet on it during the break until February. Beshear's HB 191, however, is going to stay there in committee until they come back in February.
House is now in and quickly passed HB 194 budget bill (legislative branch) . On to the Senate.
HB 6 is up now to increase the investigative powers of the Legislative Program Review and Investigations Committee. A Democratic amendment was defeated to make sure its work isn't exempt from the Kentucky Open Records Act and Open Meetings Act.

The Senate is about to gavel in and the House will at 10am. They could give final passage to as many as 8 bills and send them straight to Gov. Beshear's desk, many of which restrict his powers. Background: courier-journal.com/story/news/pol…#kyga21
Thayer suggests that at least one bill is going to be sent to Beshear's desk this afternoon. He also just recommitted HB 1 back to committee. I'm not sure if that committee is going to meet today, but it's not scheduled. #kyga21
Day 4 of the #kyga21 session begins with a joint Appropriations and Revenue committee meeting with Gov. Beshear's budget director John Hicks.
This would normally be the last day before the break until the first Tuesday of February, but GOP leaders extended it to Saturday & M-W.
GOP leaders last night expressed concern that Beshear's budget wasn't conservative enough on assumed revenue and spending (link here), but Hicks says they're going with a conservative estimate of the Consensus Forecasting Group. #kyga21courier-journal.com/story/news/pol…

Right now the Senate Ag committee is hearing SB 3 to move the Kentucky Agriculture Development Fund from the governor’s office to the Kentucky Department of Agriculture. #kyga21
Also in a House committee right now is HB 4, a proposed constitutional amendment to extend the days in which the General Assembly can meet during the regular session. #kyga21
