So Pence needs to play 'hard to get'. Why? Because Pence thinks he can become POTUS. He wants to run. He thinks that being Veep gives him that chance.

If Pence removes Trump via the 25th Amendment - the hard core Trump supporters will hate Pence & not support him for POTUS. As he won't appeal to the Democrats, that pretty much kills his chances at POTUS. So he is playing hard-to-get & lets Mnuchin do the work

I think that Pence now starts to talk about possibly 25th A but only if 'more unstable' - is the way he eases into the slot, where Pelosi ups the pressure, and Mitch adds to the pressure, when Mnuchin has the votes, Pence 'reluctantly' agrees.
