SEC GALVEZ: On behalf of the National Task Force Against Covid 19, thank you for giving us the opportunity to brief and update the members of the senate on the government’s current efforts to vaccinate the Filipino people under the leadership of President Rodrigo Roa Duterte.
SEC GALVEZ: The three-year Philippine National Vaccine Roadmap is guided by President Rodrigo Duterte's declaration to provide the Filipino people safe, effective and free vaccines for all, particularly poor communities.
SEC GALVEZ presents vision, mission, goals of the Vaccine Roadmap:
SEC GALVEZ: [This] is the Vaccine Roadmap’s Strategic Framework, which outlines the key considerations in selecting the vaccines, the processes that shall be undertaken and the desired end-state to be achieved.
SEC GALVEZ: As an update, we are now at the peak of negotiation process and simultaneously, the preparation of requirement and implementation of unprecedented massive nationwide vaccination program.
SEC GALVEZ: 1/2 The phases of the Roadmap is subdivided into 4 phases and operation cycle: assessment, planning, preparation and execution.
SEC GALVEZ: 2/2 Our current critical tasks in bold letters are simultaneously being undertaken. We are now in the preparations of the initial roll-out and clinical trials during this first quarter, 2021.
SEC GALVEZ: 1/2 This slide shows the potential roll-out of the portfolio of our vaccines. It is expected that we can start our roll-out this first quarter in February with the early roll-out of the COVAX vaccines (either Pfizer, AstraZeneca or J&J) and Sinovac.
2/2 Our main volumes will be coming from Novavax with 30-40M doses,Pfizer with 25-40M doses,AstraZeneca with 25-30M doses and Sinovac and Gamaleya with 25M each.We might be receiving more or less 40M doses from COVAX for 20-23M people.
SEC GALVEZ: The main bulk of the vaccines will be rolled out at Q3 and Q4 of this year.
SEC GALVEZ: To guide us in the implementation of the major components of our national deployment and vaccination plan, this slide shows the key milestones we have set per component for the next 100 days.
SEC GALVEZ: Shown is the organizational structure of the Vaccine Cluster under the NTF and the IATF.The Vaccine Cluster is composed of an ExeCom with six task groups and accompanying 3 different technical advisory group with group of medical experts in the vaccine expert panel.
SEC GALVEZ: 1/2 With the President’s guidance to vaccinate all Filipinos, the NTF and DOH came up with a deployment strategy with geographical and sectoral considerations.
SEC GALVEZ: 2/2 We will designate focused targeted areas, priority sectors and multiple access using the public - private partnership in order to immediately contain and provide consumer confidence and achieve economic recovery.
SEC GALVEZ: TG on Vaccine selection and evaluation is now working with 25 bilateral partners foreign biotechnology and pharmaceutical companies in 10 countries that are willing to conduct clinical trial,do local manufacturing,or distribute and offer their vaccine in the country.
SEC GALVEZ: 1/2 From pre-clinical trial, phase 1 to 3 clinical trials and the pathway for the regulatory approval by the FDA on the emergency use authorization and certificate of product registration.
2/2 SEC GALVEZ: We wanted to emphasize that each vaccine have to undergo stringent regulatory process before a vaccine can be cleared as safe and effective.
1/2 SEC GALVEZ: The Philippines will participate in the WHO solidarity vaccine trials as part of its commitment in contributing to the global efforts in addressing the Covid-19 pandemic.
2/2 SEC GALVEZ: This clinical trial, involving 15,000 doses of vaccine, will serve as a mini-roll out and dress rehearsal for our immunization program. This will be handed jointly by the NTF, DOST, DOH and UP-PGH.
GALVEZ:Reality is that more than 80% of global supply has already been pre-ordered by rich countries.We,along with other countries, are now trying our best to negotiate with different vaccine companies to get a fair share of the vaccines for the remaining 18% of the global supply
SEC GALVEZ: Shown is the update of the Global Vaccine Tracker which provide the development of vaccines under phase III trials and indicated approval for emergency use for only 6 brands of vaccines namely: Pfizer BioNtech, Moderna, AstraZeneca, Sinopharm, Sinovac And Gamaleya.
SEC GALVEZ: Shown are the different vaccines which have emergency use authorization with the originating countries. Indicated also are the countries pre-ordered already for these vaccines.
SEC GALVEZ presents status of worldwide Emergency Use Authorization (EUA):
1/4 SEC GALVEZ: Ang mga vaccine makers po at ang mga bansang kanilang pinagmulan ay hindi po tayo iniwan, una po ang Britanya thru AstraZeneca ay patuloy po tayong tinutulungan upang makuha po natin ang 20-30 million doses po (ng vaccince).
2/4 GALVEZ:Ang Serum Institute of India (SII)bibigyan po tayo ng 30M allocation by July of 2021 and we are happy to announce that we already signed the term sheet that locked in the supply of 30M doses. Additional 10M doses can be requested to SII for our LGU’s and private sector
3/4 GALVEZ: Ang Pfizer ay hindi rin po bumitaw dahil pinipilit po nilang maibigay ang volume na ating kailangan. Ang Johnson and Johnson din po baka po makakuha din po tayo kahit kaunti..Ongoing din po ang negotiations sa Sinovac for 25M doses at susunod ang Gamaleya at Moderna.
4/4 SEC GALVEZ: I am very happy to report to the Senate that all the negotiations are very successful and we are now on the final stages for supply agreement. Ang lahat ng negotiations is very fair po sa both parties.
SEC GALVEZ: The government is utilizing several modes of procurement. These are: national budget thru our GAA, bilateral or the government-to-government financing; tripartite agreement with private sector and LGUs; and multilateral arrangements with the ADB and world bank.
SEC GALVEZ: All in all, the National Government earmarked a total of Php 82.5B for the procurement of the vaccines, broken down as follows: php 70B from foreign bilateral and multilateral loans, php 2.5B from DOH fund, and Php 10B for the continuing appropriations of Bayanihan 2.
SEC GALVEZ: Aside from our bilateral negotiations, the Philippines stands to receive fully subsidized doses for 20% of the country's population or roughly 22-Million Filipinos through the COVAX facility which can be deployed earlier by first quarter.
SEC GALVEZ: For this year, this Roadmap is eyeing to inoculate between 50 to 70 million Filipinos so that we can save more lives and recover our economy.
1/2 SEC GALVEZ: Shown in this slide is how complex the cold chain and the logistical arrangements will be to ensure that vaccines will be distributed to the target areas in our archipelagic country.
2/2 SEC GALVEZ: DOH is now partnering with the private sector to ensure that the delivery of the vaccines goes unhampered through a supply agreements with the vaccine companies and cold chain / 3rd party logistics service providers.
1/2 SEC GALVEZ: The DOH together with its partner agencies have already developed the national vaccination and deployment plan and initiated the establishment of the incident command system at all levels.
2/2 SEC GALVEZ: This is important since the local government units are the implementers of the vaccination program and the actual administering of the vaccines will take place in cities, municipalities down to barangays.
SEC GALVEZ: Shown is the structure of the Covid-19 vaccination operations center in order to synchronize all campaign activities down to the city and municipality level.

SEC GALVEZ: The national plans are cascaded from the national to the regional level down to LGUs. Likewise, regional and LGU counterparts are required to do macro & microplanning. These plans and the implementation of these plans shall then be regularly assessed and monitored.
1/2 SEC GALVEZ: In the deployment of vaccines, our strategy will have geographical and sectoral considerations. For priority population, we will prioritize the health workers to preserve and protect our healthcare systems, then the poor and vulnerable sector...
2/2 SEC GALVEZ: ... frontliners and essential public and private workers including OFW’s, low income earners and seafarers.
1/2 SEC GALVEZ: Deployed vaccines are to be purchased not just with National Government but also through partnership with the private sector and LGUs under tripartite agreements. Logistics consortiums will also support the vaccination program using their assets and resources.
2/2 SEC GALVEZ: This is to dramatically expand the areas of immunization and accelerate the tempo to reduce time by mobilizing all the support from all stakeholders and the LGUs.
SEC GALVEZ: This framework shows the various drivers to improve citizen motivation and public uptake for Covid-19 vaccine. This framework also intends to address the impact of the Dengvaxia controversy.
1/2 SEC GALVEZ: On communication and community engagement, these will include televised weekly briefings every Wednesday, updating and scale up of Bida Solusyon sa Covid-19 thematic campaign alongside the need for continued minimum public health standards, and dedicated web pages
2/2 SEC GALVEZ: Town hall meetings and trainings - both online and face to face - shall be conducted to multiply champions of vaccination and capacitate our healthcare workers to respond to questions from the community.
1/2 SEC GALVEZ: we have also been looking at the experiences in other countries to see what we can learn from their roll-outs for consideration in our plan.

A number of countries across the globe have begun their vaccination roll-outs as early as December 2020.
2/2 SEC GALVEZ: These countries are mainly rich countries which provided huge amount of fund for the development of the vaccines.
SEC GALVEZ: Challenges that have been encountered are many at the different levels in US, UK, in Germany and in EU. Shown are the different analytical tools to record all the lapses, gaps and learned from all the mistakes of other countries.
1/2 SEC GALVEZ: Let’s now look more closely at the case of Israel which has shown early successes. Israel started its deployment on December 20, 2020. By January 2021, it had already administered doses to 12 % of its population.
2/2 SEC GALVEZ: It attributes this success to early preparations, efficient, highly digitized health care system, prescriptive registration of all adults and effective centralized command and control.
SEC GALVEZ: The following are the potential early learnings from the first few weeks of vaccine deployment in other countries in which we are closely watching and learning, particularly in a large scale rehearsals and integrated command and control.
1/4 SEC GALVEZ: I would like to highlight that the implementation of the national vaccination program is not the sole responsibility of the government. This must be a whole-of-government, and whole-of-nation approach.
2/4 SEC GALVEZ: To ensure efforts are synchronized and integrated, there must be strong leadership and governance starting from the president, the IATF, the NTF, with the DOH and the DILG playing crucial roles in exercising command and control with the strong participation of...
3/4 SEC GALVEZ: ...Supportive academic societies, engaged government agencies and the private sector, highly committed LGUs and lCEs, adequately informed communities and well-prepared health systems.
4/4 SEC GALVEZ: It is only through this that we can implement a sustainable immunization program to recover the economy and restore normalcy in the lives of the Filipino people by 2023, through our bayanihan spirit.
SEC GALVEZ: I just wanted to emphasize the instruction of the President that we are not safe until everyone is safe. He alway said to us that WALANG MAIIWAN. WALANG IWANAN.

SEC GALVEZ: Lahat po ng mga tripartite agreement (with LGUs and vaccine manufacturers), dumadaan po sa amin, we negotiated on terms na magiging fair to our LGU. 'Pagka nagkaroon na po ng contract, we will follow supply agreement [on how it will be deployed].
SEC VINCE DIZON: The only way that a private company or an LGU can procure vaccines is through the Nat'l Gov't because the authority being issued by FDA is only an EUA. Private companies cannot sell (vaccines) on a commercial basis.
