* independence panel to advise King on emergency period
* not against GE, except pandemic in the way
* will hold GE once independent panel agrees pandemic over

* economic activities continue according to SOP
* good governance continues
* I emphasise Malaysia open for business, emergency for stability
* Govt has 6 stage recovery plan

* can flatten curve, relieve burden on health services
* strict action against those who undermine such efforts
