Here's the chart from EPA's final rule. Setting a 3% threshold puts all but power plants under it.
EPA argues in the grand scheme of climate change that additional regs on the below-3% industries simply won't make a big enough impact on future temperatures
Notably, I don't believe EPA ever formally proposed specifically setting a 3% threshold.
It said last year it would launch a whole new rulemaking. But today's rule instead commandeered a coal plant reg (and stripped out any change to the actual coal plant limits)
